The Secondary Education Counter-Reform (CREM), institutionalized by Law 13.415/2017, represents one of the most significant and profound reforms in Brazilian basic education in recent decades. Its implementation was officially justified by the need for curricular 'flexibilization' and 'modernization,' offering students the promise of greater autonomy in choosing their learning trajectories. However, both the legislative process and the nature of this reform were permeated by extreme socio-pedagogical and political controversies.
