- Local governance of sport: a national survey on how public opinion evaluates municipal sports development and priorities

Public policies in sport and good governance adopted by local authorities aim to promote healthier habits and widespread participation in sport. However, little is known about the use of policy instruments by Portuguese municipalities to assess its implementation, evaluation and monitoring. At the same time, there is insufficient data available to evaluate political action and local sports development, making it difficult to assess this progress. Therefore, this research was designed to measure satisfaction with the current level of development in municipalities according to different sports development indicators. We followed an exploratory methodology using quantitative-descriptive and inferential analysis. Data was collected through a questionnaire between November 2024 and January 2025 with 937 responses obtained after validation. Results show a level of agreement between genders regarding satisfaction with the level of sports development, sports services and facilities, while transparency does not show encouraging results due to high level of non-formed opinion. There is also a high level of agreement on policy priorities and the influence of political orientation on public investment in sports. Municipalities play a key role in promoting local sports and modernizing cities and sport facilities, being essential to keep studying their action in different perspectives to measure good governance in sports development and political transparency perception. - Gaming Habits in Esports: An Exploratory Approach Among University Student Gamers in Europe

The field of esports has been studied from different multidisciplinary perspectives, making it an emerging field with plenty of room for progress. However, it still has underdeveloped areas, such as university esports. The purpose of this study was to analyze student gamers enrolled on higher education courses in Portugal and identify their sociodemographic profile and gaming habits, as well as to assess their interest in university esports. Methodologically, we followed a quantitative–descriptive approach; data were collected between April and June 2024 using an online questionnaire and then analyzed using descriptive and inferential statistical techniques. The sample consisted of 1073 student gamers with regular gaming habits enrolled at 30 public institutions in 2023/2024. Our results show a high level of interest in university esports (n = 579, 54.0%), and the greater the involvement in gaming, the greater the interest. The male gender continues to prevail in this context (n = 770, 71.8%), and the majority play daily (n = 515, 48.0%), between 6 and 10 h a week (n = 322, 30.0%), although there are differences in the various indicators between genders. We identified the most played videogame categories (n = 8) and those that they intend to play (n = 15) in university esports. In conclusion, university esports offer a wide range of options and are played in a context favorable to gaming interest (young adult students), with enormous growth and expression within the esports phenomenon. - European Cities of Sport as a Strategic Policy for Local Development of Sports: A Perspective from Sports Management in the Last Decade

European sports policies have focused on the implementation of public instruments and policy measures, aiming to encourage EU member states to promote and improve sports habits, while simultaneously tackling high levels of sedentary lifestyle among Europeans. Despite these efforts, data concerning the various measures is quite limited, making it impossible to assess the real impact on the population, particularly in the case of the European Cities of Sport. This award has been held since 2007 and has already distinguished 193 cities; however, current knowledge does not allow researchers to theorise about its multiple impacts as a strategic policy instrument for the local development of sport in Europe, thus constituting a gap within sports management research. In order to further this knowledge, we explored European reality over a decade (2013–2022), analysing nine awards of Portuguese cities. We employed qualitative methods for documentary analysis of public information and descriptive statistics for data analysis. The results show that over 2 600 multidisciplinary events were organised, among which 402 had an international character (15%), an average of 50 sports disciplines per edition, 359 events related to culture and education, and involved over 1 000 000 participants, with an overall investment of over €39 million. This research now allows a theoretical-scientific and operational referential pattern of key indicators to be established for future European ECS applications, while demonstrating an encouraging relationship, from a sports perspective and economically, between public investment made and estimated return, thus contributing to better political decisions and to the positive implications of increasing public investment in sport. - Motivations and expectations of Olympic volunteers: Building a legacy of personal development as a key factor for the success of sports mega-events

The scientific breakthrough in understanding the role of sports volunteers, as well as the importance of motivation and expectations management in decision-making, has boosted several studies, helping to reinforce the conceptual idea of a sports legacy, especially in relation to the participation and involvement of Olympic volunteers. In this sense, and reinforcing this idea, this study aimed to analyse and measure the perception of sports volunteers regarding the motivations and expectations arising from their participation in the Rio 2016 Olympic Games. The study followed a quantitative-descriptive and inferential methodology, with a validated sample of 828 responses collected through a semi-structured questionnaire adapted from the original VMS-ISE motivation scale. The results point to a reinforcement of the perceived importance and value associated with participation in the Olympic Games that translate into high levels of motivation and satisfaction by most of the volunteers involved. The most valued factors were the feeling of pleasure promoted by the experience, the possibility of personal and professional development, the passion for the Olympic Games, and the passion for sport. The majority of the candidates validated the post-event expectations as having exceeded their initial ones, and 92.0% of the volunteers would participate in a similar event again. The study allows the reinforcement of sports volunteers intentions and expectations, while validating and confirming previous studies on the importance of motivation and personal development in a successful recruitment strategy that fosters regular and consolidated participation of previous volunteers. - Sport mega-events, volunteer motivation, and self-assessment: reasons and expectations for participating in the Rio 2016 Olympic Games

Background: Sport management research is currently extensive and multidisciplinary, allowing a wide scientific knowledge about its multiple areas of intervention within the sport sciences. One of the key areas of research has focused on understanding the management of sporting events, particularly large-scale events, and their sporting, economic and social impacts. In the last decade, research has also been focusing on the study of volunteers involved in global sport mega-events. Approach: The main objective of this study focuses on in-depth knowledge about the satisfaction, expectations and motivations of volunteers involved in the organization of the 2016 Rio de Janeiro Olympic Games from a self-perception perspective, while identifying the sociodemographic profile and comparing results according to the variables of the analysis model. Methods: This research followed a quantitative-descriptive approach, using primary data collection through a semi-structured questionnaire survey. The data obtained were subsequently analysed and compared using descriptive and inferential statistical methods and techniques. In a universe of 25 241 volunteers, a total of 828 validated answers were obtained after verification of the questionnaires. Results: According to the survey, there was a prevalence of volunteers living in the organising country (90.1%), mostly female (53.7%). The most representative age groups were 16-25 years (38.6%), followed by the 26-35 age group (24.8%). Most volunteers were single (66.4%) and held a bachelor's degree (68.0%). The volunteers highlighted mainly the feeling of pleasure (20.0%), improvement of personal and professional curriculum (17.0%), passion for the Olympic Games (16.8%) and passion for sport (15.6%) as the main reasons and motivations for their involvement as volunteers in the event. The group comparison found some statistically significant gender differences, namely regarding the perceptions of "Recognition and/or rewards received", "Making professional contacts", "The tasks carried out allowed me to show my worth" and "Positive Experience". Conclusions: Participation as a volunteer in the world's most important sport mega-event was perceived as being positive, a feeling expressed by different motivations and levels of satisfaction regarding the value and benefits provided by this involvement. This is proven when 92.0% of the volunteers replied that they would participate in a similar experience again. - Sport Events as a Catalyst for Economic, Sociocultural, Tourism and Environmental Sustainability in Portugal

The aggregating factor closely linked to sport and sport events makes them act as an essential tool when defining strategies that promote and stimulate sport tourism and the motivation to visit a certain place. This work investigated an urban running sport event in the capital of Portugal, with the aim of analysing and evaluating its potential economic, sociocultural and environmental sustainability impacts. Methodologically, 2,771 questionnaire surveys were applied to the participants of the event, obtaining 590 validated answers (21.0% of the sample). The key results indicate that the main motivation for travelling was to participate in the event (69.3%), environmental preservation measures were recognised (77.1%) and the majority intends to participate in future editions (96.3%). We concluded that the short travel of most participants (<20 km) to Lisbon did not produce significant economic impacts on various expenses, limiting the promotion and development of the local economy and tourism. - Sport in the military context: A national and international analysis from the perspective of sport management

The regular practice of sport is today fully accepted as a condition for a more active life and healthier habits, as well as for a balanced physical and emotional well-being, assuming greater relevance in the military context and in the world peace between nations, where physical and psychological preparedness assumes special importance. The research aimed to explore military sport by analysing its main international characteristics, as well as to identify the socio-demographic profile of military personnel in the Portuguese Armed Forces, their sports practice habits and opinion about the development of military sport in Portugal. Methodologically, it is a quantitative-descriptive study of an exploratory nature, in which, in addition to the research of several official documents, a questionnaire was applied to military personnel about their sportive habits, obtaining 566 valid answers. The results show a high number of member countries (n=140) in the organisation of international military sport, as well as sport disciplines developed (n=38) and participants in the events held, contrasting with a not very significant Portuguese participation. The main reasons are: (a) insufficient support for athletes; (b) infrastructures that do not offer the best training conditions; and (c) insufficient recognition by military institutions. Regarding the sport routines, it was found that 19.6% do not practice any physical activity at all. We conclude that despite the interest in participating in military sporting events, the portuguese military personnel reported the need for greater investment and promotion to encourage their participation. The need for greater openness from the military institutions themselves is another of the reasons mentioned for strengthening their training conditions and recognising the potential of military sport. A investigação centra-se na caracterização das empresas municipais de desporto em Portugal, tendo como objetivo identificar a constituição temporal, distribuição territorial e o impacto na população. Metodologicamente, utilizaram-se métodos mistos na interpretação e análise documental, recorrendo posteriormente a técnicas de estatística descritiva no tratamento dos dados e a amostra foi selecionada (n=18) com base no universo constituído pela Lista das Empresas Locais de 2021 (n=173). Os resultados demonstram que a maioria das empresas municipais de desporto situa-se na região norte do país (56%), têm como principal área de atividade a gestão de instalações desportivas (89%) e foram constituídas sobretudo entre 1992 e 2006 com maior incidência entre 1999 e 2002 (67%), abrangendo 6% dos municípios portugueses, 8% das freguesias municipais e 18% do total da população. Considerando o conhecimento científico neste âmbito, a investigação revela uma diminuição deste tipo de organização ao longo das últimas décadas, essencialmente por cessão de atividade, mudança de código de atividade económica ou maior especificação das categorias das empresas municipais. A sua implementação é reduzida e concentrada territorialmente, onde se incluem 11 distritos, 18 municípios, 249 freguesias, correspondendo a 6% do território e com um impacto direto em aproximadamente 2 milhões de cidadãos. - Professional development, skills, and competences in sports: a survey in the field of sport management among public managers

Background: Sport management in municipalities has an enormous importance and is becoming increasingly complex, requiring specific and robust skills from sport managers. The discussion about the role of sport managers has gained increasing importance within scientific research in sport, being crucial to possess essential knowledge and skills to act efficiently and effectively in increasingly complex and differentiated contexts, based on academic training. Approach: This study aims to deepen the knowledge about managers and municipal officials with responsibilities in sports by identifying the socio-demographic profile, professionals with specific training in sport management and its perceived value in the improvement of skills. Methods: Methodologically, it is a descriptive quantitative study of exploratory nature, data were collected in a universe of 308 Portuguese municipalities through a questionnaire survey, obtaining 433 valid responses from 302 municipalities (98% representativeness). Results: The results revealed that managers are mainly male (74,5%), as are the municipal officials (73,6%), both are aged between 41-49 (51,3% and 54,4%) and have a degree, with the first having specialised in physical education (34,0%) and sport (32,0%) and the second in other non-sport areas (55,2%). Despite the low level of academic training in sport management (10,0% and 8,0%), both consider this expertise important in improving professional skills and practices (>80,0% and >75,0%). Conclusion: We conclude that there is an unequivocal appreciation of sport management training as a tool for improving management and leadership skills, making it imperative to analyse the fields of intervention in which it distinguishes itself. Universities have made enormous progress in adapting their academic curriculum to the needs of contemporary sport management, however, there are still very few professionals working in this area with specialized training. This scenario also makes it imperative to understand why current managers do not seek specialized training and/or if the existing training in universities offers a guarantee of a successful practice in sports organizations. - SPORTS MANAGEMENT RESEARCH: ANALYSIS OF SCIENTIFIC DEVELOPMENT IN PORTUGAL (2008-2017)

Scientific research in the field of sports management and its respective academic improvement has been pointed out and recognised by several authors as the path to follow for a better understanding of its importance in the global development of sport, as well as in the improvement of academic curricula and skills of sports managers. This study aims to analyse the scientific and academic production of three Portuguese public universities, being this the main source and origin of the knowledge generated over the last decades. Methodologically, we analysed 193 master dissertations successfully completed between 2008 and 2017 available in institutional scientific repositories, as well as in the national library. The results point to a growth of scientific knowledge in Portugal, validated by the considerable evolution in the number of completed works in distinct areas in sports management, mainly in the scope of planning and strategy, human resources and sociological aspects, which helps to reinforce its multidisciplinary and differentiating character. The data obtained allow us to expose a considerable part of the knowledge produced in Portugal, thus contributing to the strengthening of some areas and future research in sports management, given that it is crucial to aggregate the existing knowledge by enhancing new paths and future opportunities. We conclude that research in Portugal reflects the global growth of scientific knowledge and the increasing interest in sports management, both at qualitative and quantitative levels, while also following international concerns and trends.
