Enhancing the Colombian Public Sector Performance: A Systemic Knowledge Management Strategy Based on ISO 30401 and the IPMM Astrid Jaime, Guillermo Peña-Guarín, Amable José Pérez, Ingrid Carolina Moreno Rodríguez Electronic Journal of Knowledge Management, 2025 Knowledge management (KM) is recognized as being vital for organizational competitiveness and sustainability for both private and public organizations. A great myriad of theories, frameworks, and tools have been developed, many of which have been developed with private organizations in mind, given their dependence on maintaining competitiveness in the market for their survival. However, the stakes for public organizations could be considered greater, as their decisions and actions affect a wide range of stakeholders, and their management, in general, faces important challenges, such as the high turnover of their employees. For this reason, numerous efforts have been made to improve the way knowledge is managed in public institutions, yet its effective implementation in public entities remains a challenge. In Latin America, one of the countries where explicit efforts have been made to foster KM in public institutions is Colombia. The country has developed an Integrated Planning and Management Model (IPMM), which includes a specific mandate for KM implementation in all the public institutions of the country. Although the IPMM includes this KM mandate, Colombian public entities have been facing several difficulties in achieving the KM implementation. In fact, KM adoption has been slow and its impact limited, signalling the need for systemic solutions. This research employs a systemic approach, grounded in the ISO 30401 standard and a comprehensive literature analysis, to develop a KM implementation strategy tailored to the IPMM. The proposed strategy, emphasizing strategic, human, and operational factors, positions KM as the central organizing principle of the IPMM and, at the same time, is aligned with ISO 30401 guidelines. This integration aims to ease the implementation of KM within a KM system that leads to enhancing the performance of public entities in Colombia. Although being developed for Colombian public entities, the proposed strategy offers valuable insights for public administrations globally seeking to leverage KM for strategic advantage to better fulfil their mandates for the benefit of society as a whole.
Functioning strategies of the research groups' leaders in the context of funding and policy instabilities☆ Astrid Jaime, Constanza Pérez‐Martelo, Bernardo Herrera, Gonzalo Ordóñez‐Matamoros, Dominique Vinck Review of Policy Research, 2023 We explore the strategies implemented by Research Groups' Leaders while coping with unstable contexts, characterized by incoherence and lack of coordination among different policy discourses and instruments, and scarce resources. We focus on a country where these conditions are present: Colombia. In doing so, we study two cases, one in nanotechnology and another one in biomedical engineering. Interviews, focus groups and workshops allowed us to identify and validate strategies grouped in four popular sayings, proper to local idiosyncrasy, highlighting the role of home institutions and principal investigators in facing such situations with resilience and resourcefulness, and even taking advantage of them. We find that Research Groups' Leaders use strategies such as: adapting, balancing agendas and funding sources, networking, and taking advantage of the support programs available at their home institution to continue functioning. These are setting the ground for a further survey which could pretend some generalization. However, policymakers could consider these findings when defining policy instruments or for assessing their effectiveness or impacts.

The study was developed from an ecosystem approach, analyzing the actors and their relationships. As a result, we proposed a simplified view of the main components of an OAE and the relationships between them, which could be useful for understanding the roles of the different stakeholders and the implications that current and new policies and mandates could have for them.

Se propone un estudio de casos en una universidad colombiana, a través de entrevistas semiestructuradas y un análisis documental, tomando como eje de análisis el proceso de medición de grupos que se conduce en el ámbito nacional. Apoyados en la literatura sobre evaluación y gestión de la investigación, se encuentra que en los grupos y en la institución emergen aprendizajes a partir del proceso de evaluación, que se traducen en estrategias y prácticas de investigación y gestión diferenciadas. Estos resultados aportan en la comprensión de la dimensión performativa de la evaluación de la investigación.
