Stakeholder Collaboration for Smart City Development in Malaysia: A Triple Helix Perspective Khairul Azizan Suda, Nazatul Shima Abdul Rani, Ibtessam Boubekeur 2025 IEEE International Conference on Emerging Trends in Engineering and Computing Etecom 2025, 2025 Rapid urbanization and technological change have intensified the global demand for smart city development, particularly in emerging economies such as Malaysia. This study investigates the role of government, universities, and private companies in driving smart city development (SCD) within the Malaysian context, applying the Triple Helix Model as the theoretical framework. A quantitative survey of 399 respondents from key smart city locations, including Greater Kuala Lumpur, Cyberjaya, and Smart Selangor, was conducted. Descriptive results indicate strong perceived contributions from government, universities, and private companies, though overall SCD has a slightly lower mean score, reflecting implementation challenges. Correlation analysis reveals significant positive associations between all variables, with private companies showing the strongest relationship, followed by universities and government. These findings underscore the pivotal role of private sector innovation and investment, alongside universities’ contributions in research and human capital, and government support through policy and infrastructure. The study highlights the necessity of collaborative governance, where synergistic partnerships among academia, industry, and government foster knowledge exchange, resource mobilization, and effective implementation. The results provide critical insights for policymakers to advance sustainable smart city development in Malaysia.
