A New Paradigm for Budgetary Financing of Patronized Goods in the Humanities and Social Sector: Evidence from Russian Regions Alexander Ya. Rubinstein, Olga A. Slavinskaya, Nikita A. Burakov Economy of Regions, 2026 This article examines the production and consumption of patronized goods in the humanities and social sector, including science, education, healthcare, and culture, as critical domains for social investment in human capital. These goods often do not align with standard market mechanisms, and existing theoretical approaches offer limited guidance on the nature and economic mechanisms of government support. We propose a new theoretical and methodological approach to financing the humanities and social sector, grounded in the characteristics of creative labour and the principles of W. Baumol’s “cost disease” theory. A parametric model of budget subsidies is proposed, grounded in the concept of “consolidated income” and incorporating a novel composite price index. In this model, state subsidies are treated as social investments designed to offset income losses of organizations due to their societal significance. The model incorporates two key normative conditions: N₁, reflecting the alignment of total labour productivity with macroeconomic indicators of a Russian region, and N₂, regulating the average monthly wages of employees. Testing the model on statistical data from 80 regions of the Russian Federation for 2015–2019 confirmed a persistent lag in total labour productivity in most theatrical organizations. Only 20 of the 80 regions saw productivity in the theatre sector exceed the regional average, while the average underfunding of the sector exceeded 50 % over the given period. These results underscore the need to increase the share of budget funds in the normative consolidated income to satisfy conditions N₁ and N₂, ensuring the effective operation of organizations. Growth in budget subsidies is shown to be crucial for preventing hyperinflationary ticket price increases and maintaining the affordability of publicly supported goods. The study concludes that normative subsidies aimed at supporting labour productivity growth effectively standardize wages and cover essential non-wage expenses in the humanities and social sector.
On the culture of economic development strategic planning L. I. Jakobson, N. A. Burakov Voprosy Ekonomiki, 2025 The paper justifies the need to address sustainable characteristics of both individual and collective participants in the processes of economic development strategic planning (EDSP), while existing research mostly focuses on structural and organizational issues. Our study shows the relevance of applying the concept of strategic culture with regard to EDSP, although currently it is used by experts in military affairs and international politics. The concept of strategic culture covers in-depth attitudes of individuals rooted in their values and manifested in the stereotypes of strategic thinking, the choice of ways to respond to key challenges, and exploration of significant opportunities. We propose a conceptual framework for EDSP culture research and an approach to empirical validation of EDSP diversity. Owing to a lack of information about in-depth attitudes of EDSP direct participants, the potential of this approach is shown based on the data on the attitude of academic economists to the problem of strategic planning. The results of a survey conducted by the New Economic Association were used for this purpose.
Creative industries: Economic growth and labor markets N.A. Burakov, O.A. Slavinskaya, and Zhournal Novoi Ekonomicheskoi Associacii Journal of the New Economic Association, 2022 This paper shows the results of the first stage of the study of the creative industries’ sector in the regional context. The state institutions of performing arts – theaters and concert organizations – were chosen as the basis for the analysis. The statistics of functioning of these sectors of economic activity is considered and the hypothesis about the presence of Baumol’s «price disease» law is tested. We are proposing the clusterization of regions by the main indicators of this sector of creative industries. In particular, the Subjects of Russian Federation have been grouped according to the average wage, labor productivity and price index in the institutions compared to the level of these indicators in the regions as a whole. The study provides a brief description of the model of composite factors used to form three factors that characterize the activity of theater and concert organizations. The factors themselves are based on the performance of the institutions for 2012–2020. The use of the information model of composite factors allowed to study the influence of the formed indicators on the economic growth in the considered industries with regression models. The study confirmed the assumption about the influence of labor markets and intangible assets on the economic development of relevant cultural organizations.
Economic journals in the optics of scientometrics А.Ya. Rubinstein, N.A. Burakov, and Zhournal Novoi Ekonomicheskoi Associacii Journal of the New Economic Association, 2021 The paper discusses the ranking of journals based on the alternative to Scientometrics, where the basic unit of information is not the citation rate of publications, but their qualitative characteristics, obtained on the basis of the regular sociological survey of the economists’ community conducted by the “Journal of NEA” in 2020. The empirical data obtained made it possible to determine the size of the audience of each journal. The paper shows that the size of the journals’ readership has a direct impact on the respondents’ assessments of the quality of publications and scientific authority of the journals. The ranking of economics journals by each particular criterion — “Interest in Journal Publications”, “Scientific Level of Journals” and “Public Prestige of Journals” is presented. Use of the “Multiway data analysis” methodology has provided measurement not only of particular criteria that reflect hidden relations between their characteristics, but also determined the weight function of their aggregation in the aggregate ranking of journals — the “Ranking-2020”. The article also contains a comparative analysis of ranking the journals on the basis of the “Rating-2020” and re-rating of the RSCI and criticizes RSCI criteria “Science Index” and “Public Examination”.
Theoretical and Applied Aspects of Measuring the Economic Growth Potential of Russian Regions Nikita Burakov, Alexander Rubinstein, and Spatial Economics, 2020 The paper presents a new direction in methodology of modeling the potentials of regional economic growth developed by the authors in their previous studies. The proposed approach is based on decomposition of the extended production function in the Mankiw – Romer – Weil model and measuring statistically unobserved composition factors characterizing innovative, investment and human potential of regional development. This model enables defining the weight vectors of initial indicators for different groups of spatial entities. Detected weights of statistically observed indicators are the basis for structural analysis of economic growth specifics in different regions. Multiway Data Analysis is the basic method to define these potentials quantitatively. Based on this method of multivariate analysis with statistically observed indicators describing various components of regional economic growth in the period from 2001 to 2015, obtained were estimates of each of the three specified potentials per year per Russian Federation constituent member under consideration. The dynamic analysis in form of such calculations assists in comparing the potentials in individual regions. The information gained also helps in the dynamic analysis of different potentials within regions concerning cities numbering over a million inhabitants. A detailed retrospective study of the regional growth made it possible to carry out an integrated analysis and form identical groups thereafter. The time series obtained can serve as statistical tools for determining the contribution of the three composition factors of growth to each constituent member of the Russian Federation through repeated application of Multiway Data Analysis already to these factors. By way of such calculation the aggregate potential of economic growth for the group of the regions under consideration can be formed
Theoretical regulations and institutional features of financing arts N. A. Burakov, O. A. Slavinskaya Finance Theory and Practice, 2018 The authors have analyzed organizations of the performing arts sector, one of the classic key benefits in the economy. The empirical research has been based on the economic pattern of “cost disease”. A unique statistical database has been compiled on the basis of the information database of the Federal State Statistics Service and the Ministry of culture of the Russian Federation. The research presents the Baumol’s indices calculations updated in 2001–2015. There have been confirmed such symptoms of Baumol’s cost disease as: labor productivity in cultural organizations lagging behind the average regional rate, super-inflationary growth for ticket prices in theaters, and catch-up wage growth in the theater in relation to the average wage level in the region. The author’s approach to the analysis of the Baumol’s cost disease is a modification of the overall Baumol index as a replacement for the income deficit indicator for the share of expenses covered by budget funds. New results have been obtained for estimating the income deficit and the share of expenditures covered by public funding by using the panel data model and quantile regression. The practical value of this research is the systematization of budgetary and extra-budgetary support for cultural organizations. New institutions of financial support such as the institute of participatory budgeting and the institution of individual budget allocations have been suggested to create favorable environment for the development of cultural organizations
