He is an economist specializing in regional and urban economics, with a primary focus on applied microeconomics. He has published in peer-reviewed journals and received the Tower Award in 2008 for academic performance, as well as first place in the Research and Statistics Institute of the Federal District Award in 2023. He served as a Research Assistant III in the Directorate of Macroeconomic Studies at the Institute of Applied Economic Research and has taught courses including Statistics, Financial Mathematics, Microeconomics, Evaluation of Government Programs and Projects, and Budgeting and Public Finance. He was a substitute professor at the University of Brasília (UnB) in 2013 and, for five years, served as a pedagogical advisor to the Economics Program at the Catholic University of Brasília. He is currently a professor at the University of Brasília and previously coordinated the Master’s Program in Public Management (PPGP) for four years.

Strategic Analysis of the Forest Carbon Market in Brazil Lucas Lamare Moreira Alves, Humberto Angelo, Alexandre Nascimento Almeida, Gilson Fernandes Silva, Eraldo Aparecido Trondoli Matricardi, et al. Sustainability Switzerland, 2024 The forest carbon market in Brazil presents a complex scenario filled with challenges and opportunities. This study employed SWOT analysis to evaluate the dynamics of this market, based on the perceptions of 77 specialists from various professional fields. The analysis revealed that extensive forest cover and biodiversity preservation are significant strengths that position Brazil as a potential leader in the global carbon credit market. However, weaknesses such as illegal deforestation and fragile public policies undermine the effectiveness of conservation efforts. Opportunities include the growing international demand for carbon credits and the recognition of the importance of local communities in forest conservation. Nevertheless, external threats like land conflicts and political instability pose considerable risks. The study concludes that it is crucial to strengthen public policies and regulatory frameworks, promote technological innovation, and ensure the active inclusion of local and indigenous communities to guarantee the sustainability and growth of Brazil’s forest carbon market. The research suggests that despite significant challenges, Brazil can overcome these obstacles with the implementation of effective strategies.
Productivity analysis in resource allocation of FUNDEB in the state of Amapa between 2010 and 2019 Cecília Calcagno Grillo, Celso Vila Nova de Souza Júnior, Tito Belchior Silva Moreira, César Augusto de Souza Pinto Galvão Revista Brasileira De Educacao, 2024 This article analyzes the productivity in the allocation of resources from the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals from 2010 to 2019 with panel data, through the Malmquist Index, in the 16 municipalities of the state of Amapá, for the 5th year of elementary school. The results showed a significant inequality between the municipalities, however, even so, the Basic Education Development Index scores improved by 31.88% in the ten years analyzed. Productivity from 2010 to 2019 increased by 3.8%. The period of greatest productivity growth was between 2010 and 2011, with 17.1% growth. The period with the worst result was from 2012 to 2013, with a decline of -6.8% in total productivity.
An Empirical Assessment of the Optimal Size of Municipalities Tito Belchior Silva Moreira, Anna Rita Scott Kilson, Celso Vila Nova de Souza Revista Brasileira De Estudos De Populacao, 2022 Esta pesquisa tem o objetivo de realizar uma investigação empírica sobre o tamanho ótimo dos municípios, isto é, a quantidade de habitantes que propicia o menor nível de despesas em relação ao PIB municipal, de modo que se obtenha escala econômica para otimização da aplicação dos recursos públicos. Este estudo analisa uma amostra de dados de 4.835 municípios com população inferior a 50.000 habitantes, que representam 89% do total de municípios brasileiros. A base de dados reúne informações de receitas e despesas municipais, extraídas do Finanças do Brasil – Dados Contábeis dos Municípios – Finbra 2010 e dados socioeconômicos do Censo Demográfico do IBGE 2010 e do PIB dos municípios do IBGE 2010. Os resultados empíricos indicam que o tamanho ótimo de população para um município brasileiro equivale aproximadamente a 31.667 habitantes por cidade, com base em métodos econométricos como mínimos quadrados ordinários com desvio padrão robusto. Esse porte populacional proporciona ganhos de escala na administração pública e confere maior autonomia local em relação ao governo central para ofertar bens públicos de qualidade.
Effectiveness of public university expansion in Brazil: Comparison between the situation of graduated and dropout students Alexandre Nascimento de Almeida, Ivonaldo Vieira Neres, André Nunes, Celso Vila Nova de Souza Júnior Ensaio, 2020 Starting in 2007 with the implementation of the Support Program to Restructure and Expansion Plans of Federal Universities (Reuni, acronym in Portuguese), Brazil doubled the number of admissions in public higher education within a decade, while also making the admissions process more inclusive. However, this rapid expansion has led to criticism regarding the loss of quality in public higher education. The objective of this study is to compare the labor market performances of successful graduated and dropout students who majored in four disciplines that encompass this expansion policy. The nonparametric Binomial and Mann-Whitney tests were used to compare the performances of the groups of students who had successfully graduated and those who had dropped out of their courses at the Planaltina campus of the University of Brasilia (UnB-FUP). The performance of the graduated students in our sample was worrisome, as our results show that there is a high number of unemployed students and, that among those employed, few work in the area they majored in, raising doubts about the effectiveness of the policy to expand the number of admissions in higher education held in Brazil.
