Since 2007, David Morin has led the Information Systems and Telecommunications Department of the D'Autray Regional County Municipality (MRC de D'Autray), where he has played a key role in developing a recognized regional expertise in shared information systems and intermunicipal technology services. The MRC de D'Autray is widely regarded as a pioneer in the shared delivery of information technology services in Quebec.

His work is driven by a continuous commitment to modernizing municipal administration, improving citizen services, and accelerating digital transformation at the regional level. David has more than 30 years of experience in the information technology sector, including a successful career in the private sector, with experience in engineering and the aerospace industry.

EDUCATION

The Organizational IT Reflex (RTIO) is a governance and organizational management concept designed to integrate information technology considerations from the earliest stages of project ideation, planning, and design. Rather than treating IT as a support function engaged late in the process, RTIO promotes the development of a collective organizational capability to systematically identify technological, informational, digital, and implications at the outset of any initiative.

Through a practical and accessible approach grounded in the realities of organizations—particularly within municipal governments and public administration—this work presents the foundations of RTIO, its guiding principles, key benefits, and the conditions that support its successful adoption. The author demonstrates how the early integration of technology-related considerations helps reduce remediation costs, mitigate implementation risks, improve strategic alignment, and strengthen collaboration.
