PhD in Mechanical Engineering from São Paulo State University (UNESP) with Postdoctoral studies in Project Management and New Product Development at the same institution. Holds a Master's degree in Management Systems from Fluminense Federal University (UFF), an MBA in Enterprise Management from Getúlio Vargas Foundation (FGV), and Specializations in Corporate Finance (Rural Rio de Janeiro State Federal University - UFRRJ) and Public Administration (Rio de Janeiro Federal University - UNIRIO). Also, a Bachelor's in Mechanical Engineering from Rio de Janeiro State University (UERJ). Currently a Full Professor of Industrial Engineering at Rio de Janeiro State University.     Paper aims: This paper aims to create propositions that would be a guide the future construction of an industrial policy capable of rebuilding the Brazilian automotive industry (IAB) through the creation of demand by scrappage policy. Originality: This paper is based on more than 470 IAB representatives’ answers, C-Level/Senior Executives, converting experience and empiric perspectives in scientific knowledge. Research method: Hypothetical-Deductive research were conducted applying survey as procedure and Delphi Method as technique, using electronic tools to collect data, combining quantitative and qualitative approaches in statistical data analysis. Main findings: Were identified a consensus among IAB representatives and literature evidences about scrappage policy as an engine regarding sustenance of automotive industry and the need for rules that guide national competitiveness key factors. Implications for theory and practice: The paper theoretical and practice implications are provide subsidies to future sectorial policies based on empirical experience of more than 470 IAB representatives.

    Scientific studies give importance to the stakeholders' engagement. It is very significant issue on sustainability in the enterprises. From the Fuzzy Logic and Stakeholder Theory, it aims to explore the sustainability and to incorporate the Global Compact principles into strategies for sustainable purchasing. It shows a conceptual study that attempts to know the degree of contentment of the code of conduct on the part of the providers and the usefulness of an instrument that helps the firm's decision-making process on the topic. We will proceed through a model that allows certain levels to the homogeneous group of variables. The basic components of decision theory are used, particularly the theories of relation, such as the affinities in the families of Moore and its illustration through the Galois lattices. As results we will provide contributions to the Affinities Theory so as to get to the approaches for sustainable purchasing.

    Introduction: The maintenance of balance and body orientation during standing is essential to perform different activities. One of the devices used to measure balance them is the force platform. This device measures the ground reaction force (GRF) and displacement of the center of pressure (COP), both biomechanical parameters involved in human motion. This article proposes a new design for non-commercial low-cost force platforms for scientific research purposes. Methods for calibration and validation are also described. Methods: A force platform, developed according to International Standards of Measurement and dedicated to measuring feet contact forces was built for approximately one tenth of the cost of commercial platforms. Calibration was performed by loading known masses, centralized or distributed, on the platform. An experimental study was conducted with four volunteers in different conditions to validate and verify the practical applicability of the device. Results: The platform calibration showed an adequate connectivity, linearity and reliable measurement of the variables proposed in this research, being suitable for studies of human postural behavior. Conclusion: Based on the validation results, we believe the low-cost platform can be used as stabilometric device to measure postural control and balance in clinical or sports experiments. However future studies will be required to provide a final validation and compare its performance with other force platforms.

  • The new Brazilian automotive policy and its impact on the competitiveness of multinational automobile and auto parts manufacturers

    To enhance the competitiveness of the Brazilian automotive industry, the government approved a new automotive policy in October 2012. It is called the Inovar-Auto program and will be implemented over the course of five years from 2013 to 2017. This program encourages automakers and their suppliers to produce more efficient, technologically advanced vehicles and auto parts by investing in R&D and engineering. The objective of this paper is to determine whether the Inovar-Auto program will effectively improve the competitiveness of the Brazilian automotive industry. In this sense, the impact of each Inovar-Auto requirement in relation to the Porter's diamond model and flowchart approach model was investigated. Although the Inovar-Auto program represents an advance over previous industrial policies, particularly in relation to aspects concerning improvement in energy efficiency, encouraging innovation, increased local content, the traceability of auto-parts and supplier development policy, the result of this research indicates that its implementation has not been stimulating a substantial evolution on the competitiveness of the Brazilian automotive industry.
