Governance, Global Rankings, and Strategic Convergence in Higher Education Institutions Rany Sam, Sinath No, Ivleva Marina Levenbertovna, Morin Tieng, Sovann Khun Competition in Higher Education and the Role of Internationalization in University Rankings, 2026 Governments and accreditation bodies, as well as world university rankings, have a critical impact on the strategic agenda of institutions of higher learning. This chapter presents a critical analysis of the impact of external governance arrangements, encompassing national states, accreditation bodies, and world rankings, on the strategic agenda of institutions of higher learning in such matters as curricula and research, globalization and internationalization, and organizational governance. On the basis of desk research and an integrative synthesis of the literature, this chapter explores the ambivalent impact of such external influences.

Strategic Leadership for International Collaboration in Higher Education, 2026 Strategic leadership can help Cambodian universities meet global sustainability goals, especially the UN SDGs. Thus, higher education leaders are becoming more important as Cambodia modernizes its education system to meet national development goals and international norms. Strategic leadership is essential for driving institutional change, innovation, research, academic excellence, effective governance, resource management, and curricular sustainability. This chapter examines how Cambodian university leaders interpret and implement strategic transformation, focusing on financial restrictions, policy enforcement challenges, and leadership competencies. Moreover, the chapter draws on global literature and local trends. Strategic leadership can increase organizational resilience, inclusive education, and national development through sustainability-focused academic projects. Cambodian higher education case studies and legislative changes demonstrate the pros and cons. Finally, leadership development, policy alignment, and sustainable change proposals conclude the chapter.
Integrating Local History of Genocide Into Global Citizenship Education: Cambodian Perspectives Rany Sam, Soknang Por, Early Nhem, Marylin Cheath, Atana Chean, et al. Local History Education for Shaping Global Citizenship, 2026 This chapter examines the role of local history education in fostering global citizenship among Cambodian students. Through a sociocultural and pedagogical lens, it explores how Cambodia's historical identity—particularly themes of community resilience, cultural heritage, and post-conflict reconstruction—can be leveraged to cultivate critically engaged, globally aware citizens. The primary objective is to analyze how the integration of local historical knowledge into classroom instruction enhances students' understanding of global interdependence, human rights, and democratic values, while also reinforcing national identity and civic responsibility. Methodologically, the chapter adopts a desk research approach, drawing on document analysis and social media discourse. The findings shed light on how local history is presented in the national curriculum, how educators interpret and deliver this content, and how students relate it to global challenges such as peacebuilding, sustainability, and intercultural understanding.
Institutional Policies to Support Doctoral Education Reform and Research Outcomes: A Case Study of Selected ASEAN Universities Morin Tieng, Rany Sam, Riem Meng, Lem Pring, Sreykeo Peng, et al. Implementing Research Management Policies in Asean Higher Education Institutions, 2025 Doctoral education is the anchor of innovation, knowledge generation, and academic quality. However, making it sustainable is a major concern for most universities. This chapter explores the policy and institutional infrastructure behind sustainable doctoral education reform in selected universities in Cambodia, Malaysia, and Thailand across the ASEAN region. By examining policies, funding channels, supervisory behaviors, and institutional initiatives, this research reveals best practices and entrenches reform barriers. The major findings indicate that intensive challenges persist, but regional universities are taking innovative steps to develop research capacity and globalization. They include limited funds, sparse mentorship initiatives, and incompatibility between doctoral education and labor market requirements. The chapter emphasizes the imperatives of policy coherence, resource optimization, and cross-disciplinary cooperation as major reform strategies to ensure the sustainability of doctoral education systems. The findings of this case study have practical implications for policymakers and academic leaders. They involve the initiation of specific reform measures that embrace global trends but respond to the specific regional and global imperatives of ASEAN universities.
Academic accreditation and evaluation in cambodian higher education institutions: Development, challenges, and opportunities Rany Sam, Mardy Serey, Hour Ry, Chiv Sarith, Morin Tieng, et al. Academic Accreditation and Evaluation in Higher Education Practices Experiences and Quality Assurance, 2025 This chapter explores the development and challenges of the Quality Assurance (QA) system in Cambodian higher education institutions. Following the end of the civil war in 1998, Cambodia has made significant strides in establishing a robust QA framework to enhance the standards of its higher education sector. Key milestones include establishing the Accreditation Committee of Cambodia (ACC) in March 2003 and implementing various policies to align with international QA practices, especially those of ASEAN quality assurance. The Royal Government of Cambodia has unequivocally prioritized quality assurance and accreditation in higher education as a central aspect of its educational reform and strategic plan; especially in the rectangular strategy 2023-2028. The development phase has been marked by a steadfast focus on building institutional capacities, creating quality assurance guidelines, and fostering a culture of continuous improvement.
Private supplementary tutoring in the cambodian educational system: What matters for policies? Rany Sam, Morin Tieng, Hak Yoeng, Ry Hour, Chiv Sarith Shadow Education in Asia Policies and Practices, 2024 In Cambodia, as in many ASEAN countries, private supplementary tutoring, also known as 'shadow education,' is a significant component of the educational landscape. This chapter examines the root causes of shadow education in Cambodia, the challenges it poses, and the effectiveness of existing policies aimed at regulating this sector. Through semi-structured interviews with 21 principals and teachers, the study identifies key drivers of shadow education, including inadequate formal education, insufficient resources, regulatory gaps, and teachers' low salaries. The findings indicate a widespread reliance on private tutoring to compensate for these deficiencies, which exacerbates educational inequalities. The chapter concludes with targeted recommendations for students, parents, educators, and policymakers, underscoring the critical need for robust and effective regulatory frameworks to address the challenges of shadow education and to enhance the quality and equity of Cambodia's educational system.

Enhancing Research for Academicians in Higher Education, 2024 The academic landscape in Cambodian HEIs is marred by a range of challenges. Academicians face limited access to resources, insufficient funding, restricted academic freedom, and notable language and cultural barriers. The chapter aims at investigating the research enhancements for researchers and academicians in Cambodian Higher Education institutions. This study employs a qualitative methods approach insights gained from interviews and policy analysis. This holistic approach facilitates a comprehensive understanding of the current state of academic research in Cambodia, pinpointing areas in need of policy-driven solutions. Findings reveal a pressing need for policies that are tailored to the unique needs of the Cambodian academic context. There is an evident requirement for fostering stronger research collaborations, both within the country and internationally, alongside mechanisms that promote sustained research development. The study proposes a set of focused policy recommendations designed to overcome these challenges.
