This paper presents a theoretical approach to complexity engineering by considering the complex thinking framework proposed by Edgar Morin. The main foundations of this approach are an open system design, emergence, randomness inclusion, and Gödel incompleteness, which are contextualized using real-word instructive problems. Considering these concepts, several conjectures related to engineering activity and engineering education are presented taking several Brazilian catastrophes as counterexamples. - Brumadinho: Between prudence and probability, tragedy

Will it be possible, sometime in the future, to exactly explain what happened in the dam failure in Brumadinho? Although word "exactness" is often used within the world of engineering, it is often known to be an euphemism. The engineering art consists in projecting, building, implementing and managing different types of systems which might have both positive and negative consequences for workers, society and the environment. Some event or series of events culminated in the dam failure. Is tailings dam engineering aware of and able to control all possible events which together might cause a failure? There are two possible paths: one involves absolute knowledge - engineering has absolute knowledge of everything and is able to design projects in a way to avoid any harmful event. According to the other, while engineering does not have absolute knowledge of all the phenomena, its traditional know-how (empirical knowledge) and wide margins of safety make the odds of dam failure come close to zero. No one projects a dam just to fail. But dams are projected without absolute control of all possible events. When the entire situation is known, all that should be done to avoid failures is 100% known - and the price fixed. However, this never happens, the probability of the occurence of events are never completely known, they are not deterministic and uncertainty is always a fact. - Flexibility through modularity: Experimentations with fractal production in Brazil and in Europe

This paper discusses the extent of the adoption of some operations best practices in the Brazilian automobile industry. A survey and extensive case studies were conducted. Adoption of operations best practices is more widely spread among first and second tier suppliers than in lower levels. There is a strong relation between local product development and the integration of local autoparts producers. In new condominiums, suppliers' facilities add low value, most of the value is added in mother plants. The level of innovation activities and its influence in the incorporation of local firms in the productive chain is discussed. - The MNC subsidiaries of Brazilian multinational companies

This paper discusses the different ways of obtaining technology for the development of products made by companies in developing countries that have production units abroad. As the literature, companies hold FDI for several reasons, but there are few studies on the foreign direct investment of firms from developing countries. We believe that the acquisition of technology and make partnerships with large firms are reasons that encourage the companies to conduct FDI. We will analyze Brazilian companies which have subsidiaries and are important in their markets. These firms have made their internationalization strategies a way to obtain technology. Then strategies challenges faced and the process of product development are discussed in this article. The theoretical approach mixing elements of the theory of internationalization and management of MNC companies and the development of product, looking relates them to the better understanding of the strategies used by firms. Secondary data were collected and empirical data was obtained from case study. Our findings show that the decision of FDI is a strategy that helps firms to stay technologically updated, to maintain the internal market, enabling the gain market abroad, allowing to support the expenditures in R&D and to obtain the necessary technological capacity. - The influence of financialization in Information Technology (IT) management: evidences from the outsourcing decision-making process in Brazilian companies

In flnancialization times, the management of several companies that have equities in the "hands" of their shareholders underwent deep changes. Companies that were formerly managed seeking their products market, started to use financial indicators to measure the increase in the company's value for their shareholders. Some authors argue that these changes altered not only the management of the companies, but also the managers' role. In this scenario, this article tries to evaluate the impact of financialization in the Information Technology (IT) management. By using the outsourcing decision-making process of IT functions as an analysis unit, this paper uses a survey as a method of data collection to verify whether Brazilian companies that have shares in the stock market take their outsource decisions of IT functions differently from those that do not have shares in the stock market. Hence, to verify if the financialization has influence on the IT management, six decision aspects will be analyzed: strategic subjects; costs; risks; contracts and administration of suppliers; benchmarking and; new management forms. - Knowledge transfer through the supply system: Does modularity make it easier?

The study compares the supply systems in two plants of a single car assembler: one is modular and the other is conventional, both producing subcompact cars. The modular plant has the highest level of outsourcing. Modular supply demands more interaction between assembler and systemist (also called module supplier) whenever the logic of outsourcing is present. As long as the assembler transfers more responsibilities for design, purchasing and production to the systemists, the flow of information has to be very efficient. The volume and intensity of knowledge transferred from assembler to systemist also depends on the systemist role: a full integrator assumes design and manufacturing, sharing engineering expertise with the assembler; a manufacturer just makes the pre-assembly. No evidence of outsourcing and modularity was found in the lower tiers and therefore it is improbable that the modular system becomes a favorable environment for them to increase knowledge and expertise. - A comprehensive study of the transformation of the Brazilian automotive industry

This paper presents and discusses findings of a research study on the automobile sector in Brazil that is being conducted by a group of researchers in the Production Engineering Department of the University of Sao Paulo. The research is sponsored by the Brazilian Bank of Economic and Social Development (BNDES, a Brazilian state bank). It analyses the new configuration of this sector focusing on the technological and managerial competencies remaining in the country and the bottlenecks along the value added chain. Data presented here refers to phase one of the research, collected from 224 firms from tiers one, two and three of the automotive chain in Brazil.
