Artem Nazarko is a Marie Skłodowska-Curie Doctoral Fellow at the University of Bergen (Norway). He holds bachelor’s and master’s degrees in international law from the National University Odesa Law Academy (Ukraine) and a master’s degree in Economics from Admiral Makarov National University of Shipbuilding (Ukraine). In 2022-2023 he was a Visiting Researcher at the University of Vienna (Austria), Palacký University Olomouc (Czech Republic) and London South Bank University (United Kingdom). Artem is also a qualified lawyer (advocate) and a Member of the National Ukrainian Bar Association.

He specialised in International Criminal and International Humanitarian Law, focusing on international and domestic war crimes prosecution, the prosecution under universal jurisdiction, and the right to a fair trial. His doctoral dissertation analyses issues of domestic prosecutions of war crimes in Ukraine during the Russo-Ukrainian war.

  • Ukrainian Customs Is Under fire. Functioning of the Territorial Bodies of the State Customs Service During the Russian Invasion

    The affairs of Ukrainian Customs during the Russian Federation’s military aggression against Ukraine were heavily impacted from the first days of the declaration of martial law on the territory of Ukraine. The effect of the Russian invasion of Ukraine on the activities of the State Customs Service of Ukraine and its territorial bodies (customs offices) is examined. The advantages and disadvantages of anti-crisis measures introduced by the State Customs Service to overcome the negative consequences of ongoing armed aggression are then explored. Finally, the current organisational and competence aspects of the territorial bodies of the State Customs Service of Ukraine during the armed conflict are emphasised.

    The article analyses the specifics of implementing the processes of digital development, digital transformation, and digitalization of the State Customs Service of Ukraine. The article scrutinizes the legal norms regulating the digital transformation of the State Customs Service of Ukraine to ensure qualitatively new, convenient, and accelerated processes of customs affairs in Ukraine. The article analyses the trend formulated at the normative level regarding the fulfilment by Ukraine of the international legal obligations of the State Customs Service of Ukraine. The article emphasizes that the implementation of relevant measures should be carried out with the help of timely corrections of national legislation. The article focuses on the fact that the world trends of digitalization set new tasks to ensure the functioning of modern, accessible, managed, and cyber-secure electronic information systems that work under the fundamental principles of customs affairs effectiveness. The article outlines the directions of further implementation of the processes of digital development, digital transformation, and digitalization of the State Customs Service of Ukraine in accordance with European and international requirements in the context of the digital strategy of the development of society. The authors conclude that a new cyber-physical system began to form due to innovations in Ukraine.
