    This paper examined the roadmap for deliberative democracy development through village-level regional development planning forums in Indonesia and connected it with the strength of traditions and local values of a region. Roadmap innovations can solve problems and increase governance capacity. This study aimed to identify innovation challenges & factors affecting the innovation environment; using a qualitative method with a case study design. As a result, innovation is able to increase interaction and agreement on solving public policy problems and improve local government governance capacity. The challenge was determined by the open leadership, responsive village leadership behavior. Forums transform as a formal dialogue space and media for the contestation of knowledge with informal meetings in the community. The community traditions are present, recognized, valued through institutionalizing local institutions, local actors, and features that drive democracy in community consultation and cooperation. Several factors affecting the innovation environment included legal culture and policy, political& administrative environment, government & civil servant traditions. The government needs to carry out institutional conversions along with changes from the government, deliberation spaces, &communities to achieve these two goals.
  • CAN THE POLICY ENVIRONMENT IMPROVE THE POLICY IMPLEMENTATION PRACTICE?

    This study aims to introduce the concept of social capitalbased on public policy environment into the study of policy implementation modalities. Using recent empirical data, it describes the challenge of institutionalizing a new set of social capital and its relationship within the framework of governance quality to address the question of how social capitalis implemented . To answer this question, the authors used qualitative methods and case studies to discuss crucial aspects of regulating the institutionalization of social capital development and the interaction of social capital within the governance framework that government will adopt. The group of independent home-based workers at the village level was selected based on national policy and program support, which provides a comprehensive empirical foundation for observing it inside the village governance framework.The findings show that social capital can improve policy implementation through 2 things:strengthening social capital through affirmative policy support and programs for special groups/forums. Development of a variety of decision-making innovations, such as women's network leadership meetings, village discussions, women's schools and an important role in formal planning at the village level. Both are correlated to the institutionalization of a new value system, relations between institutions, and the formation of new public values that are more genuine, and reinforce the diversity of previous implementation values. Social capital is the most elementary part for the successful implementation of public policies initiated by the state. The impact is that policy implementation has the ability to reduce the socio-economic costs of development, and functions to synergize the achievement of decent work and self-reliance for groups of women homeworkers.
  • Conservation partnership implementation: endangered animal extinction mitigation strategy in Indonesia's Way Kambas Park

    The study examines implementing a conservation partnership program between the government and local communities to mitigate the extinction of endangered species in Way Kambas National Park (WKNP). The study introduces the concept of systems management by considering the bottom-up participation model as an essential factor in the sustainability of conservation partnerships. The study occurred in Way Kambas National Park, Indonesia, and Labuhan Ratu VII village, East Lampung Regency, Lampung, Indonesia. The study uses a qualitative approach and in-depth interviews. The samples taken purposively consisted of the Head of Way Kambas National Park Office, Forest Police Coordinator, Extension Officer, Forest Ecosystem Controller, Head of Labuhan Ratu VII Village, Forest Farmers Group (KTH) and the community of Labuhan Ratu VII village. The study found that the partnership process had successfully formed forest farmer groups (KTH) involving multiple parties based on legal conservation cooperation agreements in ecosystem restoration and rehabilitation zones. KTH’s assistance resulted in progress in changing planning, budgeting, and decision-making models. The study improves new, more appropriate strategies in participation-based endangered species mitigation models.
  • Developing Forest Coffe Cultural Tourism and Historical Heritage Megalitic Sites in Social Innovation Governance: How Does it Work in a Sustainable Way?

    This article examines the tourism potential of megalithic civilization and forest coffee from a historical and cultural standpoint. Both have new values, as they provide cultural experiences of Indonesian identity, historical heritage preservation, and local cultural practices. The study investigates the issues of collective value system governance and stakeholder participation using qualitative case studies in determining tourist development success. The study's findings revealed that the program's policy difficulty was incremental rather than transformative innovation. Community groups have linked stakeholder cooperation by acting as innovation champion, liaising with administrative and political leadership, adopting reforms, and creating innovation spaces. Both issues are relevant in terms of governance quality. Organizational changes in the public sector are an important aspect of systematic innovation and entrepreneurship. The topic of values, when approached in a civic-minded iterative manner under collaborative governance, can result in several innovative policies that enable responsible and sustainable tourism development.
  • Can the Implementation of Conservation Village Increase the Environmental Support in Forest Management in Bukit Barisan Selatan National Park, Lampung, Indonesia?

    This study analyzes the success of implementing a conservation village in obtaining environmental support in forest management in the Bukit Barisan National Park. This research uses a qualitative case study method, reinforced by a desk review of relevant research literature. Interviews and focus group discussions were conducted to gain a deeper understanding of how successful policy implementation was Conservation Village in economic and conservation-based community empowerment in the TNBBS area. The success of policy implementation is reviewed by analysis of marketing policies and further analysis using a matrix of environmental reactions to policy implementation. The study results indicate that marketing policies in terms of policy acceptance and adoption have failed/successful and in terms of strategic readiness, successful with the establishment of a conservation task force tasked with managing and monitoring forest products and implementing this conservation village agreement. The community is an important part of the policy. The village government fully supports being the implementer of the policy. It is manifested in the form of providing access and facilities and for NGOs to provide full support through the provision of budgetary resources and facilitators for training and counseling related to building awareness to save forests.
  • Regulatory Impact Analysis on Mangrove Forest in the Coastal Area of the Bandar Lampung

    Kota Karang Mangrove is one of the mangrove forests located in urban areas with a limited existence in Indonesia. Mangrove forests have economic, physical, and ecological potential. Several policy designs have been issued to protect and develop the potential of mangrove forests, but they have not been optimal in protecting and managing mangrove forests. The purpose of this study was to assess the quality of the mangrove forest policy in Karang City. The research method uses a qualitative case study design, the research period is September to December 2020. The research location is in the coastal area of Karang City Village, Teluk Betung Timur, Bandar Lampung City, Lampung Province, Indonesia. The data collection technique used in-depth interviews, the determination of the informants was purposive, consisting of the Ministry of Maritime Affairs and Fisheries, the Lampung Province Maritime Affairs and Fisheries Service, the Lampung Provincial Forestry Service, the Bandar Lampung City Marine and Fisheries Service, the Bandar Lampung City Housing and Settlement Service, NGOs (Walhi, Mitra Bentala, and Hands) and the Karang City Community. Data has been collected through desk review and stock-taking using regulatory impact analysis. The results showed at the problem analysis stage; Mangrove forests have not become the main issue, the location of the authority is limited, it contradicts national policies, there are obstacles in the implementation and implementer processes. Only 3 policies are used as a basis for policy development, integration, and collaboration of 3 key stakeholders in policy development. The choice of ecotourism and green open space policy development becomes smart regulation that can improve policy quality, transparency, accountability, and costs.
  • Saving Mangrove Forest Extinction in Urban Areas: Will Government Interventions Help?

    The local government failure (city government level) to operationalize policies and accelerate the public interest in mangrove restoration into concrete activities contributes to the inability to save mangrove forests from extinction. As a result, a solution related to intervention is required as policy implementation design and sustainability, namely how the city government can translate and operationalize various national and provincial level policies in appropriate local (city) policies, build networking among stakeholders, and build the participation of non-government actors, including the community. The study employed a qualitative approach and an interviewing technique with nine informants from government and non-government organizations involved in policy implementation performance and sustainability. Data collection was carried out by in-depth interviews and analyzed through interactive methods. This study concluded that future implementation designs must incorporate policies into spatial plans for regional development and gradually institutionalize them, beginning with the establishment of authorities, the arrangement of hierarchies, agreed-upon limits, and procedures. At the management level, it is necessary to strengthen the relationship between stakeholders. This can help mitigate the conflict and foster collaboration. Sustaining the implementation performance in the future will require the involvement and participation of non-government stakeholders, including the community, and the adoption of best practices at the local community level. Both will be shared lessons between the government and the community and the key to the sustainability of policy implementation.
  • Analysis of child marriage and related policies in Indonesia: Sustainable development issue

    Child marriage is a prevalent social problem in developing countries, including Indonesia, and its implementation has been prohibited in all regions of Indonesia. The revision of the marriage law that lifts up the minimum age limit for child marriage and the implementation of the child protection policy does not inevitably guarantee that the practice of child marriage can be avoided. The research objective of this study was to analyze the success of the factors and the effectiveness of the implementation of policies on handling the practice of child marriage in achieving sustainable goals in Indonesia. Data collection was performed using a profile approach utilizing data from the National Development Planning Agency of 2016-2019, desk review of the literature, and stock-taking of relevant research studies. Moreover, the effectiveness of policy implementation is assessed using a contingency analysis of the factors of policy commitment and government capacity. The results showed that the effectiveness of policy implementation from the factor of policy commitment was performed through the integration of the goals of SDGs into the national strategy for preventing child marriage, enforcement of main policy changes, mapping of regional-based issue trends and root causes, mapping of regional-level derivative policies issued before main policy revision changes, harmonization and synchronization of various policies through derivative policies, planning and development at the regional and village levels. Adjustment in the factor of implementation capacity of policy is indicated by institutional convergence and synergy of various parties, including learning from various good practices in the regions. The contingency matrix-based policy application model for handling the practice of child marriage will be effective if it utilizes a progressive model.
