From March 01, 2018, I work as a professor at the branch of the Academy of State Administration under the president of the Republic of Kazakhstan in Aktobe region.

  • Improving the Efficiency of Management Activities of Akims of Villages of the Republic of Kazakhstan

    The purpose is to study the mechanisms of improving the managerial efficiency of rural akims in Kazakhstan in the example of the Aktobe region. The ongoing reforms on the introduction of the institute of elections of rural akims, the decentralization of powers and the expansion of the competence of rural akims, and the introduction of independent rural budgets will strengthen the lower level of the executive branch of government. The effectiveness of the activity of akims is determined by the characteristics of the success of the professional activity of civil servants in terms of the degree of achievement of the planned result and the desired social effect, as well as the ratio of the results achieved with the resources spent on its implementation. The methods of observation, surveys, focus groups, analysis, systematization and generalization were used. In determining the effectiveness of the activities of akims by teaching methods - facilitation and brainstorming, a number of problems and ways to solve them have been identified. Materials on akims in the Department of Economy and Budget Planning and the Department of the Agency of Kazakhstan for Civil Service Affairs were also received. As the results of the study, the problematic issues identified during the training courses, seminars of rural akims of the Aktobe regional branch, and solutions identified by various active teaching methods are presented. Рossible solutions to the problematic issues identified during the survey and training are proposed. Research will be reflected in the scientific works of the doctoral student.
  • Relationship between Innovation and Economic Growth in the Example of the Republic of Kazakhstan

    This article examines the relationship between innovation, education and economic growth in the Republic of Kazakhstan. Many empirical studies have proved a positive relationship between innovation and economic growth, that innovation has become a major component of global economic growth. Despite the acceleration of economic growth in various countries, including Kazakhstan, the relationship between economic growth and innovation in the country remains unclear. This study examined the impact of three factors: R&D, academic staff and innovation spending on economic growth in the Republic of Kazakhstan. The identified groups of indicators of economic development consist of sub-indicators. A regression analysis was done based on statistical data from 2009 to 2021. SPSS software was used for data processing. Three pairs of hypotheses were developed. The results of the first and third groups of hypotheses are similar only in those indicators that represent the total number of participants in innovative development, whose influence on economic development becomes strong. Thus, we can conclude that there is a strong relationship between GDP and indicators of educational and innovation factors. There is a relationship between the indicators of the academic staff in R&D and all enterprises that are involved in the process of development and implementation of innovations in Kazakhstan. The proposed hypotheses were accepted. Government agencies can use the results of this study in the development of innovation policy in the country.
  • The Impact of Oil Prices on the Macroeconomic Indicators of Kazakhstan and the Consequences for the Formation of Social Policy

    The article analyzes the impact of the dynamics of oil prices on the main macroeconomic indicators of the Kazakhstani economy and the consequences of the formation of national social policy. The article applies different hypotheses about the sensitivity of macroeconomic indicators of the economy of Kazakhstan to fluctuations of oil prices, and in addition, it specifies and evaluates a system of simultaneous equations that allows to test these hypotheses. Scenarios for the reaction of the Kazakhstani economy to exogenous shocks associated with a sharp change in the level of oil prices are considered, and some measures are proposed to reduce the negative consequences of fluctuations in oil prices for the Kazakhstani economy. Finally, the article discusses some of the results of understanding the challenges and realities in the field of social policy, which are generated by the model of economic growth.

    The article considers the problem of low energy efficiency of the Kazakhstan economy and identifies opportunities for its improvement. The energy intensity indicator and the GDP structure by industry are analyzed relatively to developed countries and countries with similar climatic and territorial conditions. The legislation of recent years in the field of energy sector was studied, as well as a number of programs and strategies for energy conservation. The main problem points in the field of energy conservation and energy audit procedure are clarified by the authors. The prevalence of regulatory methods over economic ones in energy efficiency management in the country is reveled. The possibilities of using stimulating organizational and economic mechanisms for the development of energy saving as opposed to regulatory measures are considered. The use of a number of financial mechanisms to finance the transition of enterprises of Kazakhstan to the cost-effective energy conservation mode is justified.
