    У сучасних умовах непередбачуваності змін економічного середовища забезпечення безперервності господарювання аграрних підприємств вимагає адекватного усвідомлення необхідності вибору стратегічних векторів їхнього розвитку на основі застосування аналітичного інструментарію оцінки ризику. У статті розкрито передумови розвитку методичного забезпечення комплексного аналізу ризику та обґрунтовано сценарії вибору фінансової стратегії аграрних підприємств в умовах невизначеності змін економічного середовища.Мета дослідження полягає в обґрунтуванні теоретико-методичних засад щодо комплексного аналізу ризику як інструменту вибору фінансової стратегії розвитку аграрних підприємств в умовах невизначеності, яка вирішується через дослідження передумов оцінки ризиків діяльності аграрних підприємств в умовах невизначеності тощо.З метою формування інформаційної платформи щодо оцінки наслідків ризикових подій для вибору векторів фінансової стратегії побудовано узгоджену систему індикаторів ризику. Ідентифіковано вплив факторів внутрішнього та зовнішнього середовища на ризики діяльності аграрних підприємств. Для ранжування стратегічних альтернатив розвитку підприємств запропоновано послідовність оцінки ризику зниження прибутковості підприємств. Обґрунтовано процедури сценарного аналізу тенденцій очікуваних фінансових показників. Як узагальнюючий індикатор вибору фінансової стратегії розвитку підприємств запропоновано показник ринкової вартості, скоригований на чинники ризику та резервів потенціалу фінансової стійкості.Практику використання аналітичних методів оцінки ризиків при виборі фінансової стратегії продемонстровано на прикладі діяльності вітчизняних агрохолдингів ТОВ «Кернел-Трейд», ПрАТ «МХП», АХ «Астарта-Київ» за 2018-2022 роки.
  • PUBLIC-PRIVATE PARTNERSHIP AS A TOOL FOR FINANCIAL SUPPORT OF THE ENERGY SECTOR IN UKRAINE: ANALYSIS, MECHANISM, FINANCIAL REPORTING

    Based on the analysis of the dynamics of implementation of public-private partnership (PPP) projects in Ukraine, key problems have been identified and its priorities in financial support for the recovery of the native energy sector have been determined. It is appointed that PPP concession agreements are the main mechanisms for attracting investment in the global electric power industry. The expediency of using the concession model on BOT terms for the implementation of large projects in the energy sector is substantiated, which will contribute to the intensification of investment attraction and will allow to distribute risks between the state and business. Recommendations on the formation of an information platform for participants in the implementation of PPP projects on the basis of disclosure of information on the effectiveness of concession operations in accounting and financial statements have been developed. The tools for the formation of the financial mechanism of public-private partnership, where the priority is budget and venture financing, are substantiated. To make decisions on the implementation of PPP investment projects, an approach to assessing the financial support of project initiatives is recommended, the basis of which is the proposed criteria for compliance with financial security, the choice of funding sources, indicators of scenario analysis and efficiency. The proposed methodical approach to assessing the effectiveness of PPP allows us to assess the synergistic effect, which reflects the totality of economic, social and environmental effects. The formulated recommendations for improving the relationship between the state and business will contribute to the intensification of the attraction of private investment resources on the basis of PPPs for the restoration of the energy sector in Ukraine.

    The aim of this research is to determine the influence of electrical energy market regulation reform in Ukraine on the competitive environment, the reproduction processes of financial and innovative support, and the energy efficiency of the national economy. The authors have put forward and verified the hypothesis that, under conditions of institutional maturity of the Ukrainian electrical energy market, its liberalization and separation of the kinds of activity related to generation, transmission, and distribution leads to a decrease in prices, and the level of economic concentration stimulates implementation of innovations and the formation of reports on sustainable development. Over the thirteen-year time interval, a steady trend of decreasing energy intensity of the Ukrainian economy was established, and the appropriateness of energy efficiency management based on strategic targets was substantiated. The electricity market model in Ukraine is defined as a hybrid one, with an emphasis on trade under bilateral agreements. It was statistically found that liberalization of the electrical energy market in Ukraine contributed to a decrease in prices, with the exception of the areas of largest household and non-household consumers. The high level of asset concentration in the accounts of large enterprises was revealed, and the conclusion concerning the improvement of the competitive environment in the electricity production sector and the existence of the features of natural monopolies in the areas of transmission and distribution of electricity was made. The assessment of the financial competitive ability and profitability of electrical energy market entities was made, the main entities of the investment activity and the sources of their financing were characterized, and innovations were emphasized. The role of the standards of the audit of integrated reporting of the Ukrainian energy holdings and their role in ensuring sustainable development was determined.
