Surveying Techniques for Built Heritage Conservation: A Comparative Perspective of Workflows for Monument Restoration George Cristian, Sorin Herban, Clara-Beatrice Vîlceanu, Andreea-Diana Clepe, Carmen Grecea Sustainability Switzerland, 2026 This study presents a comparative evaluation of three modern surveying techniques—UAV photogrammetry, static tripod-based LiDAR scanning, and handheld mobile LiDAR—applied in the context of historic monument restoration. The focus is on analysing workflow efficiency, data accuracy, and adaptability to complex architectural features, including interior wall paintings, which are integral to the monument’s heritage value. Particular attention is given to how each technique captures surface texture, color fidelity, and material deterioration. The study also examines performance around intricate architectural elements such as vaulted ceilings, apses, cornices, columns, and carved stone portals, where occlusions, tight clearances, and fine ornamentation challenge coverage and resolution. By evaluating the strengths and limitations of each approach, the research highlights methodological considerations relevant for conservation professionals. The results indicate that the Static TLS is the most demanding workflow, requiring complex total station integration for control and station points. It produced the highest data density, with acquisition rates of one million points per second, making it the most hardware-intensive and difficult to manipulate. UAV photogrammetry provided a balanced middle-ground; it required minimal physical effort during acquisition and produced datasets that were significantly easier to manage. Handheld SLAM LiDAR emerged as the most productive solution for rapid coverage. While the handheld scanner’s image quality was lower than the photogrammetry, it still provided enough detail for the structural assessment and documentation needed. Although the point cloud lacked the extreme geometric detail provided by the TLS, the FARO Connect software made georeferencing and data manipulation significantly more efficient.
Challenges in Systematic Property Registration in Romania: An Analytical Overview Vasile Gherheș, Carmen Grecea, Clara-Beatrice Vilceanu, Sorin Herban, Claudiu Coman Land, 2025 After the fall of communism, Romania embarked on a comprehensive land restitution process through Law No. 18/1991, aiming to re-establish private ownership rights, particularly for agricultural and forestry lands. Divergent historical legacies across regions have resulted in heterogeneous land administration systems, contributing to inconsistencies, overlapping claims, and prolonged legal disputes. To address these challenges, the Romanian government introduced the National Cadastre and Land Registration Program, which promotes systematic property registration across the country. Keeping in mind the fact that there is no integrated study that analyses national challenges from multiple dimensions such as history, law, institutions, technology, and socioeconomics and proposes systematic optimization strategies, this article provides a critical analysis of the legal and institutional framework governing land restitution and cadastral reform, highlighting the influence of historical administrative structures and the adoption of modern geospatial technologies such as Geographic Information Systems (GISs) and Unmanned Aerial Vehicles (UAVs). By adopting a qualitative and document-based research approach, focusing on the analysis of legislative frameworks, institutional procedures, and technical instruments used in systematic land registration in Romania, this study emphasizes the benefits of systematic registration, including increased legal certainty, investment stimulation, improved access to credit, and better planning and taxation. Despite progress, implementation remains uneven, hindered by documentation gaps, institutional capacity limitations, and administrative obstacles. Recent legislative adjustments and the integration of advanced geospatial tools aim to improve data quality and accelerate the registration process. Ultimately, the integration of legal, institutional, and geospatial components is essential for achieving transparent and accountable land governance, efficient resource management, and sustainable rural development in Romania.
Practices of BIM-Enabled Assessment of Politehnica University Timisoara Building Stock for a More Sustainable Future Sorin Herban, Andrei Crișan, Simon Pescari, Adrian Alionescu, Paul Zdrenghea, et al. Applied Sciences Switzerland, 2025 The aim of the paper is to identify energy inefficiencies and to propose energy-saving solutions to reduce the carbon footprint of the structures, considering Building Information Modelling—Existing Conditions Model as an enabling tool. The initiative underscores the role of Building Information Modelling—Existing Conditions Model in facilitating data-driven strategies for improving energy efficiency, highlighting its potential to transform the infrastructure and built environment into a paradigm of responsible energy consumption. In this context, the paper presents a comprehensive assessment of the thermal performance of student accommodations using advanced technologies, such as Unmanned Aerial Systems and Terrestrial Laser Scanners equipped with thermal cameras. The findings illustrate potential areas for improvements in thermal efficiency, offering a roadmap for targeted interventions to enhance the energy performance of buildings. The results of the study not only advance the green campus at Politehnica University Timisoara (Romania), but also serve as an educational model that demonstrates the integration of technology to promote sustainability in the built environment.
GIS-Based Flood Assessment Using Hydraulic Modeling and Open Source Data: An Example of Application Loredana Copăcean, Eugen Teodor Man, Luminiţa L. Cojocariu, Cosmin Alin Popescu, Clara-Beatrice Vîlceanu, et al. Applied Sciences Switzerland, 2025 The study explores the impact of floods, phenomena amplified by climate change and human activities, on the natural and anthropogenic environment, focusing on the analysis of a section of the Cigher River in the Crișul Alb basin in western Romania. The research aims to identify areas vulnerable to flooding under different discharge scenarios, assess the impact on agricultural lands, and propose a reproducible methodology based on the integration of GIS technologies, hydraulic modeling in HEC-RAS, and the use of LiDAR data. The methodology includes hydrological analysis, processing of the Digital Elevation Model (DEM), delineation of geometries, hydraulic simulation for four discharge scenarios (S1–S4), and evaluation of the flood impact on agricultural and non-agricultural lands. Evaluated parameters, such as water velocity and flow section areas, highlighted an increased flood risk under maximum discharge conditions. The results show that scenario S4, with a discharge of 60 m3/s, causes extensive flooding, affecting 871 hectares of land with various uses. The conclusions emphasize the importance of using modern technologies for risk management, protecting vulnerable areas, and reducing economic and ecological losses. The proposed methodology is also applicable to other river basins, representing a useful model for developing sustainable strategies for flood prevention and management.

Quad-mesh modelling for finite element method applications in heritage structures Vincenzo Saverio Alfio, Domenica Costantino, Massimiliano Pepe, Sorin Herban, Alfredo Restuccia Garofalo Acta Imeko, 2024 The historical architectural heritage is often exposed to a high risk of damage due not only to natural events, but also to poor maintenance or neglect. In order to preserve it, it is necessary to conduct a series of multilevel and multidisciplinary studies capable of supporting the design choices for all the figures working in this field. The use of appropriate geomatic techniques and the choice of suitable sensors based on digital acquisition, allow the elaboration of accurate, high-performance 3D models with high quality photorealistic content. In this manuscript, a methodology is illustrated that, starting from the generation of a point cloud (TLS survey or integration of different digital sensors) allows the elaboration of an accurate 3D model for two different case studies from the point of view of architecture and survey data acquisition. In order to analyse these architectures from a structural point of view, the 3D model is optimised and transformed from a TIN model into a polygonal model (Quad-Mesh). This process represents a new approach in the management of complex architectures, capable of responding optimally to the computational capabilities for FEM (Finite Element Model) analysis, for the structural characterisation of the elements under investigation.
