  • INDICATIVE MODEL OF THE ECO-ADAPTIVE MODERNIZATION OF UKRAINE’S TRANSPORT AND LOGISTIC NETWORK

    Purpose. To develop a scientifically grounded indicative model for the eco-adaptive modernization of Ukraine’s transport and logistic network, and to assess the degree of its environmental adaptation to the imperatives of sustainable development, taking into account the spatial-structural transformation of the network and the contemporary ecological challenges. Methodology. This study employs an indicative approach to assessing the environmental adaptation of Ukraine’s Transport & Logistic network (TLN), grounded in the construction of a multi-indicator model. The model incorporates a set of indicators: CO2 emissions in the transport sector, the degree of electrification of transport fleets, the development of multimodal freight operations, the energy efficiency of transport infrastructure, and the volume of external environmental costs. Based on normalized values, a regional Environmental Adaptation Index (EAI) was constructed, alongside an integrated “green” corridor rating (ECOLOGIS) for Ukraine’s logistics corridors. The methodology also encompasses spatial analysis, regional clustering according to adaptation levels, and evaluation of structural shifts in modal logistics induced by wartime disruptions. Findings. A regional assessment of the environmental adaptation of Ukraine’s transport and logistic network was conducted, enabling the classification of regions into high, medium, and low levels of adaptation to the challenges of sustainable development. The analysis revealed that the greatest ecological potential is concentrated within logistics corridors dominated by electrified and multimodal transport flows. Significant spatial disparities were identified in the ecological-structural profiles of regions, thereby delineating strategic priorities for further infrastructure modernization. Originality. The scientific novelty lies in the development of an indicative model for the ecological-adaptive modernization of Ukraine’s TLN, including the Environmental Adaptation Index and the ECOLOGIS assessment system for spatial diagnostics and prioritization of sustainable post-war infrastructure development. Practical value. This study provides an applied analytical framework for evaluating the environmental adaptation of Ukraine’s Transport & Logistics network in response to the demands of sustainable development and the intensifying ecological pressure of wartime. The proposed instruments enable the justification of infrastructure modernization priorities, enhance the effectiveness of spatial planning, and support informed decision-making on the environmental upgrading of transport systems at both national and regional governance levels.
  • THE COMPETITIVE STRATEGY PROFILE OF UKRAINIAN INLAND WATER TRANSPORT: ECONOMIC JUSTIFICATION

    Purpose. The work aims to build a profile of the competitive strategy of inland water transport of Ukraine and its economic justification. Methodology. The theoretical and methodological basis of the study was the fundamental scientific principles of general economic theory and transport economics, works by domestic and foreign scientists in the field of competitive strategies, economic justification of competitive strategy profiles, and sustainable economic development. We used methods such as “SNW”, “SPACE”, and “ADL” to solve the tasks of our research. The information base of the study consists of: collected, processed, and summarized primary materials of economic research, official statistics, monographs, and scientific and analytical articles of domestic and foreign authors. Findings. The work determines the economic essence of the competitive strategy profile. The profile of the Ukrainian inland water transport competitive strategy was constructed. The profile by the method of “SNW” was analyzed and economically justified by the “SPACE” and “ADL” methods. In the context of European integration, a system of strategic recommendations for the Ukrainian inland water transport competitive strategy formation was proposed. Originality. In this work, the methodological approach to building a profile of competitive strategy of inland water transport of Ukraine was further developed, which, in contrast to existing methods, includes critical elements of competitive potential, such as natural resource, production, labor, institutional, innovation and investment ones. This allows a comprehensive assessment of the results of economic threats and dangers in its use. The proposed system of recommendations for forming a competitive strategy, which will allow positioning Ukraine’s inland water transport in the European market of transport services in terms of European integration. Practical value. The presented results of the study can be used to improve the management system of Ukrainian inland waterway transport, in particular, in the part of selecting the most appropriate models of financing costs for the implementation of competitive strategies of water transport in Ukraine in the conditions of structural changes in the macro-environment in the context of overcoming the consequences of military aggression in the period of post-war recovery of Ukraine.
  • CONCEPTUAL MODEL OF UTILIZING THE COMPETITIVE ABILITY OF MARITIME TRANSPORT IN THE ECONOMIC SECURITY SYSTEM

    Introduction. In order to function successfully in the market, the water transport business entities, in addition to material and financial resources, need the utilization of their internal unique capabilities in the existing business environment, which determine the competitive potential.Problem Statement. The successful operation and development of water transport requires the development of a scientific approach to utilizing its competitive potential in the country’s economic security system.Purpose. The purpose of this research is to form a conceptual model of the utilization of competitive potential of water transport in the economic security system of the Black Sea region.Material and Methods. We have used the following methods: system structural, abstract logical analysis, grouping, and economic mathematical modeling, for studying the essence and structure of the competitive potential of water transport, for assessing its utilization in security system of the Black Sea region.Results. The essence of the category “competitive potential of water transport” has been determined. The structure of the competitive potential of water transport has been studied, and the conceptual model of its use in the economic security system has been developed. Based on the proposed conceptual model, the utilization of the competitive potential of water transport in the economic security system has been assessed by the example of the Black Sea region.Conclusions. In order to enhance the competitive potential of water transport of Ukraine and the level of its utilization, in the context of economic security, it has been proposed to stimulate an increase in the number of ship calls to the ports of Ukraine and the number of Ukraine-flagged vessels belonging to domestic businesses and to create favorable conditions for the development of the shipbuilding industry of Ukraine.
  • Determination of the Expected Value of Losses Caused by the Cargo Transportation Insurance Risks by Water Transport

    The purpose of this study was mathematical model development for assessing the cost of losses from risks in the maritime transportation of goods that are dynamic in nature, and developing a methodical approach to the dynamic costs assessment for each of the risks separately and integral costs for all risks and ensuring the fulfillment of the requirement to anticipate the insurance cost changes over the rate of change of the transportation integral risk (or its stage). The risks factor analysis in water transport, their classification and determination of the type and nature of their impact on sea transportation of goods were carried out. The groups of risk factors that lead to emergency situations for water transport in Ukraine were studied by comparing the data of 2019 and 2021 and determining their share in the total number of accidents before the start of the active phase of hostilities in Ukraine; the rates of their change were analyzed. This made it possible to develop a systematic assessment algorithm for the dependence of the expected and actual value of losses on risks and to create a mathematical approach to risks forecasting as a factor influencing the cost of expenses. As a result of the study, a methodical approach to forecasting the cost of losses from risks was formed for each of their types. However, the main attention was paid to the identification and assessment of dynamic risks, the impact of which has an absorbing nature relative to all others in their totality. Such risks in the waters of the Black and Azov seas today mainly include risks associated with the conduct of military operations, including such operations that go against international legal norms.
  • Instruments for ensuring the balanced development of maritime and inland waterway transport in Ukraine

    In this paper, present the appropriate tools for the balanced development of maritime and inland waterway transport in Ukraine to ensure the implementation of the country’s economic, social and environmental plans. Using statistical data, the main indicators of the development of waterway transport in Ukraine are systematized, which indicate a lack of a technical base for a high-quality and balanced development of waterway transport in Ukraine, irrational use of the territory and water area of ports, their infrastructure, transport routes, as well as a decrease in business entities, which negatively affects the economy country. This points to the need to stimulate the development of waterway transport to increase the number of jobs, improve living conditions of the population, curb migration processes and retain qualified personnel, unload land transport, and save money on road repairs. Therefore, in order to ensure the implementation of the country’s economic, social and environmental plans, an instrumental-logical model has been developed to ensure the co-evolutionary balanced development of water transport in Ukraine, which is based on the use of institutional, legal, financial, economic and information and communication tools.

    The achievement of the desired level of efficiency in the functioning of the markets of goods and services is possible under the conditions of equilibrium of these processes on the global scale. The paper is focused on the worldwide tendencies in the development of the markets of goods and services, on their disproportional development. The relationship of the received results with the nature of functioning of economic systems and its interaction with the sphere of transport is determined. The article considers the importance of tendencies in the development of the world economic system for Ukraine, the degree of inclusion of transport into the global processes. It identifies the need to consider the asymmetry in the development levels of the markets of goods and transport services on the international and the national scale, assessing the level of deviation from the state of symmetry. It substantiates the necessity in eliminating disproportions depending on the level and type of asymmetries and taking into account the global tendencies.
  • Prospects for the development of waterway transport enterprises in Ukraine

    For countries such as Ukraine, one of the decisive factors of their economic development is the state of transport infrastructure. Ukraine has an extensive river network, which determines the availability and the possibility of efficient use of its inland waterways. The article analyzes the state of river transport in Ukraine, assesses the prospects for its development, as well as the problems associated with the existing limitations. It offers instruments for creating effective complexes ensuring the functioning and development of this kind of activity.
  • Financial monitoring of the port industry companies on the basis of risk-oriented approach

    The paper determines that the need in financial monitoring of Ukrainian companies of the port sector is caused by financial consequences related to the need to protect the environment, the existence of a dominant part of payments in foreign currency (foreign exchange risk associated with currency fluctuations), the possibility of cash outflows into the shadow sector of the economy and the possibility to use transport for smuggling. In addition, in the recent years there is a tendency of diminished financial stability of the seaports of Ukraine, which is a signal to determine the factors that have an impact on this situation, the consequences of risky operations and the optimal structure of sources for the formation of assets. An important aspect of financial monitoring is the necessity to identify the data about the objecton the basis of insignificant and relevant information, which makes it possible to avoid non-essential features and parameters and to speed up the decision making process at the lowest cost of expenditures and time. The study offers a methodical approach to financial monitoring of the port industry companies on the basis of the risk-based approach that takes into account the conditions for the functioning of port companies and their business characteristics, making it possible to implement the appropriate measures to prevent and avoid risky financial transactions and, consequently, to increase/preserve the competitiveness of the port sector companies. Regarding the need in further studies of the practical realization of financial monitoring of the port sector companies, there is a choice and substantiation of aggregate indicators of the financial monitoring system, their listing with a view to specific features, types and scale of activities.
  • Investment attractiveness of the port industry in crisis conditions

    Historically, the maritime industry in Ukraine, which previously was subordinated to the Ministry of Transport of Ukraine and whose successor is the Ministry of Infrastructure of Ukraine, was complex of different organizations (shipping companies, ports, ship-repairing and shipbuilding factories and other related and auxiliary enterprises). They had their own organizational structures, goals and tasks and in some way interacted with each other. Such organization was aimed, first of all, at achieving target production indicators formed by the state authorities. In fact, such structure of maritime industry can be regarded as vertically integrated. When the issue of increasing the economic efficiency of the main component of the maritime industry (of the ports) was raised, the main efforts were aimed at minimizing the costs of their functioning. This led to the creation of horizontally integrated (in whole or in part) companies in the maritime industry. The driving factor for their implementation should be the transformation of organizational and economic mechanisms of regulation of the port’s activity from the point of view of a clearly defined anti-crisis character. Therefore, the goal of the study was to develop and justify the feasibility of using a model that will determine the effectiveness of the strategy of investment into the development of the organizational and economic mechanism of regulation of the port activity. The calculations of determining the best variant of an investment project under different external conditions are presented. In calculations based on certain criteria (appropriate levels of capitalization and effective dividend policies), we took into account the factors related to the expectations of the crisis in Ukraine, Ukraine’s unpreparedness to enter the new technological phase, the loss of scientific and technical personnel, inflationary phenomena and instability of the national and world currencies. In addition, within the framework of the developed model, the authors propose an algorithm that makes it possible to select the characteristics and determine the parameters of optimization of the organizational and economic mechanism of regulation of the port activity under the conditions of long-term continuation of the crisis situation.
