This research investigates the Plant Varieties Regime's role in safeguarding farmers' rights in plant development and cultivation in Indonesia. Specifically, it scrutinizes criminal provisions concerning farmers accused of producing seeds without the right holder's consent, as evident in multiple court decisions. These verdicts have ignited legal debates that conflict with the principles of food sovereignty. Given that nearly 90% of corn plants are cultivated through traditional farmer knowledge, the increasing dependence on the seed industry disrupts agricultural practices passed down through generations. The Plant Variety Protection Act (PVP Act) inadvertently encourages seed industry monopolization. This paper advocates a coherent approach in compliance with Article 27(2) of the 1945 Constitution to address these legal issues and establish a just legal framework. The primary legal discourse centers on equitable protection, necessitating a re-evaluation of the PVP Law, which is perceived as restricting plant development opportunities and discriminating against farmers. Farmers, as stewards of seed development and livelihood, should not face criminal charges encroaching upon their rights. Employing a normative methodology involving statutory, conceptual, and case analyses, this study examines the criminal aspects and legal protection of farmers' rights in corn seed cultivation. Ultimately, the paper recommends revising the PVP Law, emphasizing the importance of coherent legal thinking when shaping criminal policies. On a practical level, it calls for collaborative efforts among stakeholders to bolster agricultural sovereignty, particularly in the corn sector, by prioritizing farmers' rights. In summary, this research aims to provide recommendations for enhancing farmers' protection against the criminal provisions outlined in the PVP Act, which holds a pivotal role in shielding farmers engaged in corn seed cultivation.

Tourism legislation should encourage tourism MSMEs; otherwise, these enterprises are likely to remain local or go unnoticed globally. This study aims to investigate the emerging urgency arising from the interrelationship between MSMEs' legal policies and tourism legislation. This research belongs to normative research conducted by employing statutory and comparative approaches. The study reveals that adopting social capital as the foundation of tourism legislation enhances the role of tourism MSMEs in economic development. Furthermore, the legal policies enacted for running tourism businesses based on social capital seem to provide legal certainty for protecting and empowering tourism MSMEs and boosting their global competitiveness.

Abstract Although digital technology is widely used in education, there is still little explanation on how to design and utilized a digital learning tool to promote conceptual learning. To overcome this gap, we propose the idea of spatial instrumentation as a theoretical framework in designing (or developing) and implementing digital learning tools to promote conceptual understanding of mathematics learning through progressive mathematics. The reason, students can interact rich and meaningful and encourage them to use their basic understanding and intuition to support the learning process. Here, we outline theories that underlie ideas about spatial instrumentation, give examples of digital learning tools developed under these ideas, and show empirical illustrations of how students will interact with learning tools during the conceptualization process.

The purpose of this study was to analyze the effectiveness of google classroom-based digital teaching materials as a learning innovation in a pandemic period to improve students’ digital literacy. The type of research method used is a quantitative method with pre and post-test design nonequivalent control group design. The sample used was 72 fourth semester students of Elementary School Teacher Education, Jakarta State University, selected by a simple random sampling technique. This study proves that the use of digital teaching materials based on google classroom has a significant value so that it is effectively used in improving students’ digital literacy. By having digital literacy, students can process, assess, analyze, and evaluate the digital information they get wisely to avoid hoaxes or less valid information. This research’s novelty includes digital teaching materials based on google classrooms developed by integrated researchers with digital literacy competencies such as internet searching, hypertextual navigation, content evaluation, and knowledge assembly. This study’s results can provide contributions and solutions for teachers in this pandemic to always innovate to develop digital teaching materials that can improve students’ quality and creativity.

Based on field observations, it seems that students basically have problems in developing digital literacy. This competence is useful to deal with explore information due to the rise of the internet. Students need to be trained in their digital literacy competencies to analyze digital information content effectively and responsibly. Therefore there needs to be an innovation to develop learning that adapts to the times. This study aims to determine the needs for the development of learning that is interesting, effective, independent and efficient. Learning development that will be carried out is integrated learning design based on google classroom. The subjects of this study were students who took integrated learning courses in 6th semester primary teacher education program. Data collection techniques used were questionnaires and interviews. The results of the study show that integrated learning design based on Google classroom is needed to improve student digital literacy.
