This study explores the development of an integrated ethical framework for artificial intelligence within digital societies, emphasizing transparency, accountability, and human-centered values. It introduces a blockchain-enabled system designed to uphold academic integrity and credential authenticity across global educational institutions. Drawing from interdisciplinary theories including AI ethics, digital governance, and behavioral accountability, the research proposes a dual-layer model that combines ethical AI deployment with secure educational data management. The framework is tested through cross-institutional case studies and simulated environments, demonstrating its potential to reinforce trust, safeguard digital identities, and promote responsible innovation. Findings contribute to policy formulation, institutional reform, and the broader discourse on equitable digital transformation.
