  • Development of a fuzzy optimization model for the formation of a portfolio of well-being program activities to increase employee productivity

    This study was conducted within the framework of the urgent task of studying the processes of developing the human capital of an organization and increasing employee productivity. At the same time, the development process is viewed through the prism of creating and implementing various elements of the well-being program into the main corporate business processes of the organization. The purpose of this work is to develop a fuzzy method for forming an optimal portfolio of well-being program activities which will allow you to get as close as possible to the target values of key performance indicators (KPIs) of employees on a given planning horizon. To achieve this goal, a hypothesis is put forward about the possibility of building a tool that allows, based on the functional dependencies of influence channels, to form an optimal portfolio of well-being program activities that increases the efficiency of the organization. The method developed consists of a model representing a fuzzy programming problem and a method for finding its solution. A distinctive feature of the model is the consideration of two levels of uncertainty in the formation of an optimal portfolio of activities related to the reliability of estimates of numerical coefficients of functional dependencies of channels of influence and a set of parameters of constraints determined by experts. An integral indicator is used as the target function of the model, which characterizes the degree to which the target values of key employee performance indicators are achieved, taking into account the importance of each of them for the organization. The optimization variables in the model are binary variables that determine the inclusion of a certain event in the well-being program of an organization at a specific time within a given planning period. The limitations in the model are: the total amount of financial resources allocated for the implementation of the well-being program; the amount of investment in a specific area of the well-being program; an increase in the integral indicator of competence of each employee. From a practical point of view, the proposed method will make it possible to form a well-founded portfolio of well-being program activities, the implementation of which has the maximum possible positive impact on employee productivity.
  • Conceptual Model for the Development of Employee Competencies Through the Well-Being Implementation

    Modeling the process of developing employee competencies and assessing their impact on an organization's performance is an urgent task.The study aims to develop a unified concept for modeling the process of employee competency development by implementing a corporate well-being program to achieve the workers' target KPIs.The study consisted of two stagesmodeling and a survey.A database on the components of the model is formed based on a survey of 727 individuals from different companies and economic sectors.The model is tested by means of preliminary analysis of the collected data, their clustering, assessment of interrelations of components, and systematization of the existing regularities.Fuzzy clustering of values, well-being elements, and individuals is constructed on multidimensional samples.Estimates of the probabilities of elements' transitions from clusters by values to clusters by activities and vice versa are obtained.The fuzzy clustering algorithm is developed in Python.The results show that for employees with a less pronounced value model, the well-being program in the company is of medium importance.Conversely, the well-being program in the company is of high importance for employees with prevailing social values.Employee clustering can suggest several propositions for the most efficient activities of the corporate well-being program according to the envisioned generalized employee value model.Conversely, it can help determine a candidate's optimal value profile for them to work effectively in the organization proceeding from the current corporate well-being program.

    A method has been proposed to form the optimal structure of regional state investments, which contributes to the strategic goals and objectives of the socio-economic development of a region through the advanced development of human capital. The dynamic model has been considered representing a mathematical programming problem, which describes in the form of recurrent dependences the chain of channels of influence: "the structure and volume of investments→the indicators of the regional human capital→the indicators for the socio-economic development of a region". The weighted average of degrees in achieving the target values of resulting indicators of socio-economic development of a region on the considered horizon of planning has been used as the objective function. Recurrent dependences are the lag econometric models of panel data involving the main components. To construct three types of models (the through models, those with the deterministic and random spatial effects) using the Best Subset method, the open-source software R was employed. The best models were chosen with the help of tests by Wald, Hausman, and Breusch–Pagan. The limitations within the model are a series of assumptions about the processes of the development of human capital and the socio-economic development considering the uncertainties. The optimization variables are shares of the distribution of investment resources based on the investment directions and years. Based on the results of modeling and numerical calculations on the example of several regions of Russia in dynamics over the years, the optimal investment structure has been proposed. A given structure enables making the maximum progress towards achieving the target values of strategic indicators of the development of a region through the development of human capital
  • Fuzzy Approach for the Formation of an Optimal Portfolio of Strategic Projects to Achieve Regional Development Targets in the Digital Economy

    . This study was performed as part of an essential task of accumulating and developing regional human capital in the digital economy. In this age of uncertainties, risks, and scarcity of resources, regional leadership faces the task of the optimal allocation of available financial resources among strategic projects that directly or indirectly affect the development of regional human capital. The aim of this study was to develop and test the economic and mathematical method of forming the optimal portfolio of strategic projects to maximize progress towards achieving the target values of key indicators of regional development through the development of human capital using a fuzzy approach. A fuzzy model is proposed, and its objective function is an integrated index that takes into account the degrees of achievement of strategic indicators of the social and economic development of a region. The information base of the study is composed of statistical data from official information resources. The model is a fuzzy mathematical programming problem in which the uncertainty and lack of information are modeled using a fuzzy approach. The variables used for the optimization are the Boolean variables of the inclusion of a project in a particular investment area at a certain point in time in a project portfolio. The transition from a fuzzy optimization problem to a crisp one is performed by setting confidence levels for the objective function and constraints. The choice of a certain confidence level allows, to some extent, one to take into account the uncertainty, which in turn affects the structure of the investment allocation. For the Primorsky Region, an example of the formation of an optimal portfolio of projects is considered by each year of a given planning period, which allows for maximum progress towards achieving the targets of development for the region.
