Yong-Hong Kuo is Associate Professor in the Department of Data and Systems Engineering at the University of Hong Kong. He earned his B.Sc. in Mathematics and M.Phil. and Ph.D. in Systems Engineering and Engineering Management from the Chinese University of Hong Kong. Prior to joining HKU, he was Research Assistant Professor at the Stanley Ho Big Data Decision Analytics Research Centre at the Chinese University of Hong Kong. He has also held visiting positions at institutes, including Oak Ridge National Laboratory, University of California at Berkeley, and University of Modena and Reggio Emilia.

Explainable Used Car Pricing: A Machine Learning Framework With Analysis of Marginal Effects Qihao Wu, Ting Fung Ma, Yong-Hong Kuo, Chun Yip Yau, Terrance Cheung IEEE Transactions on Engineering Management, 2026 Used car pricing is always complex and involves various factors. It is difficult for consumers to obtain full transparency into used car pricing, which sellers often obscure to protect margins. Even if the pricing model for one specific used car can be established, the wide variety of used cars and features further complicates the problem. Motivated by a real-world application in insurance premium pricing for used cars, our study presents a transparently explainable solution to predict various used car prices with elaborate feature engineering. We propose a novel three-phase approach, with each phase dedicated to prediction models, explainable machine learning, and the examination of marginal effects of binary variables. We conduct a comparative analysis to assess the performance of different predicting models with real-world data for robustness. The consistent results suggest that ensemble tree algorithms perform the best, with a mean absolute percentage error of 0.269 (out-of-sample), compared with 0.957 from the linear benchmark. The performance of deep neural networks with numerical features is salient when dealing with more homogeneous and specific data. By examining the individual feature attributes, the car's age, make (i.e., brand), and engine capacity are the top three determinants of the price with strong monotonicity. Finally, the marginal effects of significant binary variables and their interactions on prices are quantified. Our analysis reveals the non-linearity and complexity in effect sizes. The proposed three-phase approach provides a transparent and reliable pricing pipeline for the used car market and can essentially assist stakeholders in making decisions.

A coordination mechanism between the emergency department and inpatient unit to mitigate hospital crowding Jie Wang, Mengchuan Zou, Yong‐Hong Kuo, Zuo‐Jun Max Shen, Colin A. Graham Decision Sciences, 2025 Emergency department (ED) crowding is a typical problem in hospitals across many countries, leading to numerous grievous consequences. One of the major causes of ED crowding is ED boarding, which refers to cases in which patients are delayed being admitted to inpatient wards (IW) due to bed shortages. Our research is motivated by the recent developments in hospital information systems and the introduction of a new operational unit to hospital management, known as the capacity command center or coordination center. This unit is tasked with monitoring real‐time performance metrics across different hospital units and recommending operational actions. Enabled by this advancement in hospital information systems, our research considers a patient streaming strategy and proposes a coordination mechanism between ED and IW. With our proposed system visibility, both the system status and information about the operations are shared between the two units. To capture the dynamic updates of individual patient statuses, mixed‐integer linear programming models are developed. Our proposed methodology is shown to be effective in improving computational efficiency. Coordination effects are evaluated with numerical experiments. Our results suggest that the coordination mechanism can improve the efficiency of both units significantly in terms of patient waiting time, boarding time, and length of stay. Lastly, we extend it to more complex scenarios and find that the coordination mechanism continues to perform well when treatment time is uncertain and dependent on patient's type and physician's workload, and streaming accuracy varies. The impacts of various factors are also investigated to derive managerial insights.
