Lia Warlina, Kankan Kasmana, Selfa Septiani Aulia, Muhammad Iffan, and Winy Noer Widiashanty

Journal of Eastern European and Central Asian Research
This study aims to identify an investment promotion strategy for the agriculture and tourism sector with the case study of Sumedang Regency in West Java Province, Indonesia. A literature review and a focus group discussion with the stakeholders were used to identify the promotion had been conducted and to formulate investment promotion strategies. The result from Vosviewer shows that studies in investment promotion strategy in agriculture and tourism were relatively low. Promotion in the agricultural sector is less than in the tourism sector, and the current promotion in agriculture is tied to tourism, such as agrotourism. The formulated investment promotion strategy for agriculture and tourism was brand activation, consisting of experiential and digital marketing and personal selling. Success in executing this investment promotion plan must consider a favorable investment environment, such as the facilities and incentives, to encourage regional competitive advantage.

Journal of Eastern European and Central Asian Research
This research aims to determine agriculture as the leading sector for regional competitive advantage in the Garut Regency. The method used was Location Quotient, Shift-Share Analysis, and Klassen Typology to classify the sectors and determine the structural pattern of economic development in the Garut Regency. The findings of Location Quotient indicate that agriculture is the leading sector in Garut Regency. The shift-share calculation shows that agriculture has the highest national share and the most significant growth change but has a negative value on proportional shift (industry mix) and differential shift (competitive effect). Based on the Klassen typology, the agricultural sector is in Quadrant II, the developed but depressed industry. The results showed that the agriculture, forestry, and fisheries sector in Garut Regency has a competitive advantage, but it has not been supported structurally in West Java Province.

Journal of Eastern European and Central Asian Research
In Bandung City, Indonesia, municipal solid waste was a significant problem. However, municipal waste has a good potency if the community can manage the waste. This study aims to assess the relationship between local economics and waste management research and how waste management has been implemented in Bandung City's Sukasari District through fostering the local economy. The method used was a systematic literature review using VOSviewer and Harzing's publish & perish software and documents and resource studies from Sukasari District Office. The results revealed that the waste bank improved household income, which affected the local economy. The study could also contribute to the works of literature in the field of waste management and help other developing-world cities with their waste problems. Furthermore, additional government assistance enhancing the waste bank's operating system will lead to better waste management outcomes.

Lia Warlina, Senny Luckyardi, Eddy Soeryanto Soegoto, Sri Supatmi, and Faridah Hj Hassan

Journal of Eastern European and Central Asian Research
In the agricultural sector of a region, only the best commodities can be favored to boost national economic sustainability. Therefore, the stakeholders need to formulate an effective marketing strategy to improve farmers’ welfare. Marketing strategies were differently influenced by several factors ranging from geography, politics, and people’s consumption patterns. This study compares the marketing strategies for leading agricultural commodities in Indonesia and Uzbekistan to obtain a new formula for marketing agricultural products. Uzbekistan is considered one of the countries in Central Asia that has a lot in common with Indonesia, especially in the agricultural sector, and vice versa. This study aims to develop a marketing strategy for superior regional commodities and see how significant the economic contribution of the Garut region is on a national scale. The method used Literature review. We also conducted a case study and field survey in the Garut region, one of the agriculture centers in Indonesia. The results also indicate that a marketing strategy can boost the economy of a certain area or up to a broad scope. It can be helpful for local governments and business entities to develop effective strategies to deal with the national economy and constant monitoring of farmer effectiveness.

  • AGRICULTURAL ENTREPRENEURIAL STRATEGY DURING THE COVID-19 PANDEMIC: CASE STUDY OF GARUT, INDONESIA
Eddy Soeryanto Soegoto, Senny Luckyardi, Lia Warlina, and Sri Supatmi

Journal of Eastern European and Central Asian Research
This study aims at proposing a business strategy to maintain the agricultural sector in Garut Regency during the Covid-19 Pandemic. Regardless of the fact that all sectors need special strategies to survive during the COVID-19 pandemic, there are still limited studies focusing on entrepreneurship strategies in the agriculture sector. The method used in this research was descriptive-qualitative case study. Observations were made for a period of one year from October 2019 to October 2020 to observe the resilience of the agricultural sector in Garut district, Indonesia. During the COVID-19 pandemic, the agricultural sector of Garut Regency used a closed-loop strategy, namely by establishing cooperation between farmers and the industrial as well as retail sectors. To support this strategy, a supporting strategy that considers internal and external factors in the agricultural sector is needed. This study uses SWOT analysis to determine important aspects. Based on the identified factors, various strategies were obtained to strengthen the economic structure of farmers. As a result, farmers are expected to increase production and welfare as well as can become a momentum for strengthening national food independence. This research can be used as a reference for other researchers in their research and add insight.

  • Sustainable Agricultural Land Management in Garut Regency, West Java Province, Indonesia
Lia Warlina, , Syach Berriant Restu Pradana, and

    Journal of Engineering Research
The high land conversion rate to other sectors has led the government to issue Law No. 41 in 2009 concerning Protection of Sustainable Agricultural Land (SAL). The study aims to identify the distribution of sustainable agricultural land uses and determine agricultural land-use changes from 2016 to 2019 and determine farmers' understanding of sustainable agricultural land control in the strategic area of Garut Regency. We overlaid the land use maps of Garut Regency in 2016 and 2019 and conducted a survey using an online questionnaire with a Google form. The research location is in five districts in Garut Regency. The results showed no land conversion in the area of existing sustainable agricultural land in Garut Regency. The total rice field area is 6,081 hectares, with about 24% is sustainable agricultural land. From 2016 to 2019, the rice field area decreased by 12 hectares. The farmers' awareness of SAL tends to be more likely aware of the sustainable agricultural land area, as many as 39% of farmers aware of sustainable agricultural land. The incentives given to farmers who control sustainable agricultural land are tax deduction, agricultural infrastructure supply, agricultural production facilities subsidies, and land certification facilities. The majority of the respondents are aware of these incentives. In conclusion, no sustainable agricultural land is converted, even though changes occur in non-sustainable agricultural land. The impact of this study is for recommendations to the government in sustainable agricultural land management.
