    This article discusses how Global North environmental concerns would be applicable to the contemporary Global South urbanization - a zone of overexploitation of natural resources and imposition of homogenizing spatial patterns. The brand-new Metropolitan Region of Santarém (MRS), located in the Brazilian Amazon, is taken as a case study to demonstrate that reeditions of power and social hierarchy result in institutional violence and creation of an extensive urban tissue, where original occupation and spatial structures linked to the production of commodities for export co-exist. MRS demands the understanding of Global North and South connections and also of city and rural linkages to allow the understanding of a new urban that encompasses it all.

    Resumo O artigo apresenta a experiência do Grupo de Pesquisa Cidades na Amazônia, da Universidade Federal do Pará, de aplicação de métodos e técnicas desenvolvidos no âmbito das Escolas de Morfologia Urbana na compreensão e no planejamento das cidades amazônicas. O texto apresenta o contexto de investigação, com base nos antecedentes históricos das ocupações urbana e regional, para caracterizar sobretudo a natureza híbrida da urbanização e da produção da cidade no contexto periférico e de fronteira de exploração de recursos naturais da Amazônia brasileira. Os resultados de pesquisa foram agrupados em blocos de acordo com sua aderência às categorias de análise e princípios metodológicos das principais escolas de morfologia europeias, exemplificando as circunstâncias de difusão e adaptação de categorias histórico-geográficas e tipológicas ao estudo das cidades da Amazônia Oriental. Destacam-se as variações construídas para a caracterização e a análise da forma dessas cidades, tendo em vista o subsídio às políticas públicas e o avanço da pesquisa em morfologia urbana na região Norte do Brasil e em contextos semelhantes no planeta.

  • Elements of coviability in the agribusiness of palm oil in the eastern Amazon

    This work analyzes the venture of growing oil palm trees in northeast Para, emphasizing the social position of rural communities, with the coviability perspective between environmental and social systems. Most studies about the development of this sector in the Amazon region lack an integrated analysis. The socioeconomic data showed that the palm fruit producer municipalities concentrate a high proportion of rural populations, and are significantly handicapped in terms of the Social Progress Index. However, the increase of palm fruit production does not seem to have harmed food production and agricultural diversity, with the agriculture and livestock sector as the main absorber of labor. The native forest is reduced and fragmented, but palm oil production is not the driver of deforestation in the region. The production of smallholder farmers counterbalances the existence of large continuous areas of monoculture. The capacity of rural areas to generate income with palm oil reduces the pressure of communities on the forest. This evidence demonstrates that the partnership between the smallholder farmers and the palm oil agribusiness is favorable for the environmental viability of this economic activity in this region. The social and institutional engagements can generate better adaptive capacity of palm oil production with environmental and social constraints, promoting coviability.

  • Santarém: The starting (or returning) point to the urban-utopia

    Resumo Este artigo discute o progressivo descolamento observado entre cidade, urbano, rural e natureza em contexto amazônico. Partiu-se da geo-história, abordagem lefebvriana de análise da formação espacial, do sítio de Santarém (PA) e adjacências, para explicitar a natureza híbrida de um tecido urbano extensivo, formado por tipologias urbanas descontínuas (cidade e vilas), periurbanas (comunidades e assentamentos) e rurais (campo de soja, floresta e comunidades extrativistas), segundo arranjos socioespaciais herdeiros de diferentes matrizes culturais. A partir da revisão de literatura, da análise de cartografia histórica e de dados digitais, observa-se que o urbano, orientado por processos globais e pelo interesse econômico, nega e desestrutura territórios, nos quais a sociobiodiversidade e as práticas desenvolvidas ao longo dos séculos são portadoras de potencial reconciliação entre urbano e natureza, bem como valiosas em contexto de mudanças climáticas. O estudo detalha a análise para a mancha urbana da cidade de Santarém, assumida como um amálgama que espelha a diversidade socioespacial da região e que melhor ilustra a forma como a concepção hegemônica de cidade, aplicada ao urbano periférico amazônico, tem distanciado Santarém do potencial de expressar o urbano utopia, o qual será capaz de resgatar a indissociabilidade de pessoas, biodiversidade, solo e água, que já vem sendo manifestada há séculos na Amazônia.

  • Urban tropical forest: Where nature and human settlements are assets for overcoming dependency, but how can urbanisation theories identify these potentials?

    This paper focuses on the extensive urbanisation of the Eastern Amazon, where human settlements date back to an era when total cooperation existed between man and nature, a time when land, water, forest and people were perceived as inseparable parts of the whole. However, this harmonious situation has ceased to exist following several episodes of colonisation and modernisation. During the last initiative to integrate the region with the rest of the country, it was classified under the social divisions of Brazilian labour as agrarian and suitable for the mineral extraction industry. Furthermore, the recent overlap between the interests of privately owned global companies and federal investments in logistics, and of the pattern of Portuguese colonisation, has led to a process of hybrid urbanisation. The historical pattern of population dispersion has also suffered modifications whereby connections have been established that link previously isolated settlements to national centres and global metropolises. Such practices have acted against all current data on climate change and have disrespected nature and the environment to such an extent that selective modernization and its reverse, informal occupation, have increased the spread of deforestation, pollution, the siltation of rivers and the reduction of surface water volumes. This article demonstrates how these transformations have been responsible for the exclusion of those groups forced onto the margins of modernisation: people born in the region who depend on the biophysical base for their livelihood, including indigenous peoples, caboclos (the offspring of indigenous and Portuguese peoples), peasants and traditional communities who live in rural areas or were pushed into urban areas once the countryside had been restructured. The article also seeks to expose local resistance to this process, thereby revealing how extensive urbanisation may evolve from mere economic integration towards comprehensive urbanisation, capable of creating new forms of citizenship and a respect for nature, thereby transforming it into the extensive naturalisation of the urban.

  • Open spaces: Windows for ecological urbanism in the Western Amazon

    Abstract The Brazilian Amazon has provoked preservationist discussions for decades, and although there has been a breakthrough in the recognition of the role of traditional populations for the biome maintenance, most strategies adopted in the country privileged the region’s scale, without concern about local scale, particularly features of cities and of their inhabitants. The hypothesis that is pursued in this article is that the space of Western Amazonian frontier should offer innovative potential for urbanization solutions, especially in the treatment of open spaces. It also goes to prove that by not fully having structured its territory it could learn from human history, science framework, and from traditional knowledge. Assuming that urbanization process across this region takes place in a single space-time, this paper first approaches the dichotomy between city and nature built over time to deconstruct it, considering contemporary city’s emerging spatiality and possible evolution scenarios. Marabá was adopted as case study, a city located between states and biomes, in the economic frontier circumstances of Western Amazonian. The research shows that from the existing open spaces raise an encouragement to reconcile urbanism and ecology.

  • The Belem Metropolis and its centrality in the Brazilian Eastern Amazonia

This study discusses these issues taking as a subject the Metropolitan Region of Belem (rmb), capital of Para State, Brazilian Amazon. It recovers the history of the territorial development of Belem over almost 400 years, and using economic data and official former studies on Brazilian urban network, this paper seeks to demonstrate the coexistence of two dynamics in rmb. One associated to its role as the prime city within the Amazon network until the mid- twentieth century, and another that reveals the incorporation of the region to the industrial capitalist dynamics of Brazil after the 1950s. We may say that despite of the ratio decreased in the State' gdp, rmb's metropolitan expansion and services specialization shows that it has actually assumed new functions and maintains the characteristics of a regional metropolis.

  • A visual-analytics system for railway safety management

    The working environment of railways is challenging and complex and often involves high-risk operations. These operations affect both the company staff and inhabitants of the towns and cities alongside the railway lines. To reduce the employees' and public's exposure to risk, railway companies adopt strategies involving trained safety personnel, advanced forms of technology, and special work processes. Nevertheless, unfortunate incidents still occur. To assist railway safety management, researchers developed a visual-analytics system. Using a data analytics workflow, it compiles an incident risk index that processes information about railway incidents. It displays the index on a geographical map, together with socioeconomic information about the associated towns and cities. Feedback on this system suggests that safety engineers and experts can use it to make and communicate decisions.

  • Urban design in Western Amazonian cities - The case of Marabá

    This article presents the circumstances of the urbanization processes some Brazilian Eastern Amazonian cities have undergone, and discusses official investments to improve the urban configuration of Marabá as opportunities to settle new paradigms for urban design and assure mechanisms of urban control. It also offers explanations for the diversity these cities display as compared to other Brazilian cities with regard to their strong dependence on external economic processes and their relationship with a unique environment. A set of interventions from both the federal and state governments in Marabá is used to illustrate recent struggles between mechanisms of participatory management and traditional forces that represent the interests of the elites, which impose on our cities limitations to a more sustainable development mode.

  • Life chances and modern poverty

    This paper aims to introduce the concept of life chances and to explore its constitutive elements, – entitlement, provision and ligature as a framework for the analysis of life chances of informal settlements' inhabitants. It evolves from a PhD research, which had informal settlements in Belém, Brazil as case studies. This was built upon the concept of life chances, defined by Dahrendorf as a person's long-term prospects, brought about by choices between available options and according to one's social objectives. The concept is constituted of three elements, entitlements (lawful means of access), provision (material supply) and ligatures (all types of human motivation). The application of the theoretical concept of life chances, to the context of informal settlements was made possible through the association between the concept of life chances and the discussion about modern poverty, resulting in an alternative approach to the understanding of informal settlements, in which the perspective of inhabitants, and the potentials offered by legal rights are incorporated to the usual approach of land and housing provision.
