  • METHODOLOGY FOR DEVELOPING A SECURITY ENVIRONMENT

    The research conducted in this article is a substantiation of the method for strategic management of the development of the Ukrainian border security environment. The essence of the method is to determine the phases for the current state and the projected period for particular sectors of the state border, depending on their inherent characteristics, further selecting the concept of border security on this basis, establishing the type of barriers and criteria for ensuring border security that are appropriate for use. Further application of the methodology involves conducting a SWOT analysis for particular sectors of the state border, which identifies the strengths and weaknesses of the internal environment, opportunities and threats inherent in the external environment, and the formation of possible strategies for ensuring border security in three variants of organizing activities (in the conditions of day-to-day activities, a complication of the situation and martial law). Based on the results of the analysis and the illustrative example, it can be concluded that the proposed method for strategic management of the development of Ukraine’s border security environment is one of the possible effective mechanisms in the activities of the subjects ensuring Ukraine’s border security.
  • COMBATING CROSS-BORDER ORGANIZED CRIME IN THE BORDER REGION OF THE STATE: STRATEGY DEVELOPMENT METHODOLOGY

    The article describes the methodology for the following successive stages: data collection on cross-border organized crime; analysis of the impact of PEST factors of the border region on the number of cross-border crimes committed by organized criminal groups; generalization and analysis of parameters for assessing the capabilities of organized criminal groups; assessment of the level of capabilities of organized criminal groups to commit cross-border crimes; passporting of organized criminal groups specializing in cross-border crimes; modeling of scenarios of the development of organized criminal groups illegal activities by types of cross-border crimes; selection of options for fighting cross-border organized crime by the targeted impact on organized criminal groups. The strategy envisages a complex of the following measures: rapid (operational) interventions in critical situations; anti-crisis measures of the border guard operation to neutralize threats; other regime and control measures to strengthen the protection of the state border; standard planned and preventive measures; measures of sustainable development of the border security system. Implementing the methodology in practice enables the development of a strategic approach to effectively utilize the resources of state law enforcement agencies in combating cross-border crime.
  • Information and propaganda component of the Russian federation hybrid aggression: Conclusions for developed democratic countries on the experience of Ukraine

    On the basis of analytical investigations, the current article has carried out an analysis of information and propaganda component of the Russian Federation hybrid aggression against Ukraine at the present historical stage. The key components of Russia’s ‘information weapon’ have been identified, and it has been emphasized that Russia’s information and propaganda campaign over the past decades has targeted both the specific states of its aggression and the entire consortium of developed democratic countries in the Western world, especially their major associations – the EU and NATO. The experience of a number of countries, in particular Latvia, Estonia, Georgia, in counteracting Russian propaganda has been investigated.
  • Development of Estimation and Forecasting Method in Intelligent Decision Support Systems

    The method of estimation and forecasting in intelligent decision support systems was developed. The essence of the method is the analysis of the current state of the object and short-term forecasting of the object state. Objective and complete analysis is achieved by using improved fuzzy temporal models of the object state and an improved procedure for processing the original data under uncertainty. Also, the possibility of objective and complete analysis is achieved through an improved procedure for forecasting the object state and an improved procedure for learning evolving artificial neural networks. The concepts of fuzzy cognitive model are related by subsets of influence fuzzy degrees, arranged in chronological order, taking into account the time lags of the corresponding components of the multidimensional time series. The method is based on fuzzy temporal models and evolving artificial neural networks. The peculiarity of the method is the possibility of taking into account the type of a priori uncertainty about the object state (full awareness of the object state, partial awareness of the object state and complete uncertainty about the object state). The possibility to clarify information about the object state is achieved using an advanced training procedure. It consists in training the synaptic weights of the artificial neural network, the type and parameters of the membership function, as well as the architecture of individual elements and the architecture of the artificial neural network as a whole. The object state forecasting procedure allows conducting multidimensional analysis, consideration, and indirect influence of all components of a multidimensional time series with their different time shifts relative to each other under uncertainty. The method provides an increase in data processing efficiency at the level of 15–25% using additional advanced procedures.
