Gloria Eliana Torrez Castro

She has consolidated professional experience in the public sector and in technical consultancies, working at the municipal, departmental, and national levels, especially in the formulation of territorial plans, urban and housing policies, land use planning instruments, and geographic information systems. She has participated in the preparation of territorial diagnoses, technical guides, thematic maps, and institutional capacity-building processes, in conjunction with government agencies, universities, and international organizations. She teaches postgraduate courses in the areas of territorial planning, land surveying, urban planning, and GIS, in addition to developing research, extension, and technical cooperation activities. She is the author and co-author of scientific articles and technical publications, with works presented at national and international academic events. She is a member of the Bolivian Institute of Urbanism (IBU).
