He has written two books and 75 articles. He gave a lecture at the State University of Economics and he is head of the Scientific Seminar (Field economy) at the State University of Economics (UNEC).

EXPLORING THE NEXUS BETWEEN EMISSIONS, ECONOMIC GROWTH, AND EMPLOYMENT: EVIDENCE FROM AZERBAIJAN Latif Zeynalli, Ramil Huseyn, Agil Asadov, Abdulrahim Dadashov Economic Thought and Practice, 2026 This paper explores the dynamic relationship between Azerbaijan’s green economy and employment by analyzing GDP per capita, CO₂ emissions, and employment rates using the Toda-Yamamoto causality method on annual data from 1990 to 2023. The empirical results reveal two key findings: (1) a statistically significant bidirectional causality between the employment rate and GDP per capita, indicating mutual reinforcement between economic growth and labor market performance; and (2) a statistically significant unidirectional causality from CO₂ emissions per capita to employment at the 1% significance level, underscoring the role of environmental factors in shaping employment dynamics. Our findings reveal a unidirectional positive relationship between CO₂ emissions and employment, suggesting that increased emissions are associated with rising employment levels. This paper contributes by providing the first time-series evidence from Azerbaijan on the causal links between CO₂ emissions, GDP per capita, and employment, using the Toda-Yamamoto approach.
Repositioning oil exporters for the Green Energy Transition: the case of Azerbaijan Vusal Gasimli, Ramil Huseyn, Arzu Suleymanov Polityka Energetyczna, 2025 Azerbaijan is currently an exporter of oil and gas, but its goal is to sustain its status as an energy exporter by investing in green energy projects for the future.The aim of this paper is to establish a conceptual framework that explores how Azerbaijan, an oil-rich country, can transform into a green energy exporter.This study compares various green energy export scenarios.Findings show that (1) transitioning from fossil fuel exports to green energy generally reduces exporter vulnerability and enhances domestic energy security, despite increasing exposure to international market forces; (2) Azerbaijan could increase its green energy exports to comprise as much as 14% of its exports in the coming years; (3) through these green energy initiatives, Azerbaijan can sustain its role as an energy exporter well beyond 2050; (4) the results of the I-O model show that achieving green energy export targets could lead to a 6.7% increase in Azerbaijan's total output; (5) this shift would also play a crucial role in diversifying the country's export base and formation of net-zero energy systems; (6) it would allow Europe to diversify its energy supply and reduce its dependence on a single country.By combining two different 182 approaches, Azerbaijan has the potential to transition its exports from oil and gas to green energy, thereby positioning itself as a model for other oil-rich nations pursuing sustainable energy development.
IMPACT ASSESSMENT OF FACTORS ON INCOME DYNAMICS IN RURAL AREAS IN CONTEXT OF STRUCTURAL CHANGES IN AGRICULTURE Hamza Khalilov, Firdovsi Fikratzade, Ramil Huseyn Acta Scientiarum Polonorum Administratio Locorum, 2025 Motives: This study analyzes the impact of structural changes in Azerbaijan’s agriculture, especially changes in the structure of land resource use on dynamics of agricultural household income. The results obtained in this regard are of interest in terms of a more accurate assessment of the role of factors determining the level of well-being of the population in rural areas.Aim: This research aims to identify the nature, direction and scale of the impact of the structural changes in agriculture on the incomes of households in rural areas.Results: Results of the study indicate that there is a significant positive correlation between indices of cultivated areas and pasture and mowing areas, as well as between the number of animals in conventional units (head) and the index of average monthly income per capita from agricultural activities. There is a significant negative correlation between the index of perennial plants and average monthly income per capita from agricultural activities. In the recent period, a combination of relevant factors created conditions that were unfavorable for significant growth in rural incomes derived from agricultural activities.

ANALYZING THE AFFORDABLE DIMENSIONS FOR RESTRICTING THE DIVISION OF AGRICULTURAL LAND: THE CASE OF AZERBAIJAN Firdovsi Fikratzade, Hamza Khalilov, Ramil Huseyn Mesopotamia Journal of Agriculture, 2024 Applying restrictions to the division of agricultural land parcels can potentially prevent fragmentation and ensure the efficient use of land. To achieve effective regulation indicators that are justified as targets in evaluating the appropriate dimensions of the plots covered by the legislation need to be defined. This article examines the issues involved in determining the size of land plots that are subject to restrictions, based on efficiency criteria and the necessity to ensure the viability of farms per the goals set for their regulation. To evaluate the size of the areas, it is proposed to use the minimum level of the reference income indicator, which determines the viability of the farm. The authors have prepared formulas for calculating guidelines for the size of the subdivided land areas using the average level of wages in the agricultural sector and the amount of income necessary to meet minimum needs as the basis for the reference income. Using these formulas, the corresponding target indicators, differentiated by regions, are calculated, and advanced proposals are made for their application.
What Advantages Arise from the Shift Towards Sustainable Energy Sources in Resource-Rich Economies? Empirical Insights from Azerbaijan Vusal Gasimli, Ramil Huseyn, Rashad Huseynov International Journal of Energy Economics and Policy, 2024 Azerbaijan, a nation with abundant petroleum resources, aspires to harness the untapped potential of the Caspian Sea's renewable energy resources. The aim for the immediate future is to meet not only domestic energy requirements, but also to establish the nation as a green energy exporter. The nation expects to develop power installations utilizing renewable energy over the forthcoming decades to satisfy a portion of its domestic consumption and also cater to the European market. As part of this colossal project, Azerbaijan anticipates collaborating with international partners to install a 4-gigawatt (GW) power cable traversing the seabed of the Black Sea. The successful realization of these ambitious projects would bolster Azerbaijan's economic sustainability during its post-petroleum phase, while simultaneously enabling a reduction in carbon emissions, offering regional and global benefits. This manuscript seeks to probe the multidimensional implications—political, economic, sociocultural and environmental—of this shift towards wind-derived green energy for Azerbaijan and other nations in the region.
ECONOMY-WIDE AND ENVIRONMENTAL BENEFITS OF GREEN ENERGY DEVELOPMENT IN OIL-RICH COUNTRIES: EVIDENCE FROM AZERBAIJAN Vusal Gasimli, Ramil Huseyn, Rashad Huseynov Economic Annals, 2024 Azerbaijan, which is an oil/ gas-rich country, has been taking full advantage of its energy potential and taking steps towards creating green energy and turning it into an export. The Green Energy Corridor, in which Azerbaijan plays the main role, aims to connect Azerbaijan with Europe in its first stage. In the second stage, this corridor will connect Central Asia with Europe, which will involve the laying of an electric cable under the Black Sea and the Caspian Sea. This will allow Azerbaijan and other Central Asian countries to export zero-carbon electricity to the European market. If Azerbaijan is successful in this field, it will not only serve the sustainability of the country?s economy in the post-oil era, but will also contribute to the reduction in carbon emissions, leading to global benefits. The aim of this article is to assess the socioeconomic, ecological, and political benefits of green energy deployment in Azerbaijan. An economic cost-effectiveness analysis was conducted for selected green energy projects (large-scale wind and solar power plants). We also argue that green transition projects, which seem expensive and difficult to realise today, will be justified in the near future.

Impact of Oil Revenue Spending on Income Distribution: the Case of Azerbaijan Hamza Khalilov, Ramil Huseyn Economic Alternatives, 2021 This paper examines the impact of the oil factor on income distribution in a resource-rich country, Azerbaijan. Since the early 2000s, the rapid increase in oil revenuesh as been used for the economic and social development in the country. The increased revenues from oil sales has led to a sharp increase in the share of the top 10% of the population in total income, the stabilization of the share of the lowest 10%, and a significant decline in the share of the middle layer. The widespread use of oil revenues has played a leading role in the formation of new structural features in social stratification. In addition to the sharp decline in extreme poverty in the country, the layer with a higher income has emerged. At the same time, increasing oil revenues has not given a strong impetus to the formation of a prosperous middle layer. This paper also demonstrates that the solution of the income inequality problem is related to improving the quality of institutions, enhancement strategies for the use of oil revenues in the short and long terms, as well as ensuring the consistent implementation of an active diversification policy.
