  • Preparedness for contingencies: a systematic review of the factors that influence the crisis resilience of project managers

    F1000 Research Ltd
Background: The goal of this review paper is to investigate factors that contribute to project managers' crisis resilience through a systematic review of the literature and bibliometric analysis using VOXviewer. Methods: Using the PRISMA framework for systematic literature, 55 peer-reviewed articles published between 1993 and 2022 that met our criteria were identified through a structured keyword search in the Scopus and WoS databases. Results: The systematic review and bibliometric analysis reveal eight clusters, which we further categorise into four determinants. In the context of the roles of project managers, the results of a comparative analysis reveal four prominent factors for enhancing crisis resilience: 1. leadership; 2. interpersonal skill; 3. agility; 4. risk management and vulnerability . These factors are essential for developing project managers who are less susceptible to future crises and disasters. This study has exhaustively characterised the possibilities and capacities of crisis resilience in terms of competency, integration, collaboration, and novelty; however, the search was restricted to a small number of databases and a short period of time, which could be explored in future research. Conclusions: According to the findings, most previous research on crisis resilience focused on emergency preparedness and was primarily conducted in Western and American studies. There is a lack of a holistic perspective on crisis resilience, which will be developed. We believe that international collaboration efforts to establish a platform for the exchange of knowledge between Western and American nations and ASEAN members are necessary.

  • Participatory disaster risk assessment (PDRA): A case study on community-based disaster risk reduction in Kelurahan Cigadung (RW09 and RW14), Kota Bandung, Indonesia

Geographical factor and high population density causing the area of Kelurahan Cigadung (RW09 and RW14), Bandung City, Indonesia becoming prone to disaster events. As such, narrow pathways and congested housing settlements to amplify complexity in determining evacuation routes in the events of disaster. Additionally, limited availability of open spaces for assembly point during disaster evacuation process could worsen disaster impact among the community. Thus, disaster preparedness (knowledge) and disaster risk reduction (DRR) awareness within community is vital to minimize disaster impacts. The objective of this paper is to establish disaster risk reduction through community participation in disaster events. A three weeks of data collection was conducted in the form of literature review, workshops and interview sessions. Participatory Disaster Risk Assessment (PDRA) criteria were used to establish community participation on disaster risk reduction within the community. The criteria includes preparation; hazard assessment (disaster history and transect walk); capacity and vulnerability assessment (people daily activities, household and community analysis); key informant interviews (chief of RW and Chief of RTs); and action planning. The qualitative data where then analyzed using Atlas.ti Version 8.0. Findings revealed that there are three types of disaster, (1) earthquake, (2) landslide and (3) flood which are potentially to occur in the area. The outcomes of the research is to enhance community in being resilience towards disaster events in future. This is inspired by Sendai Framework for Disaster Risk Reduction 2015 – 2030: Priority 3 – Investing in Disaster Risk Reduction for Resilience.Geographical factor and high population density causing the area of Kelurahan Cigadung (RW09 and RW14), Bandung City, Indonesia becoming prone to disaster events. Disaster events tend to affect construction organisations in the entire community. In the recent years, with the intensity and frequency of disaster occurrences in Malaysia, the impact of disaster could destruct construction organisational business, assets and properties. For instance, flood occurrence in 2011, has affected the double track construction project in Malaysia resulting time overrun for a period of 18 months and financial loss of ringgit Malaysia 150 million to private construction organisations. Based on the 11th Malaysian Plan (Strategy Paper 11: Climate Resilient Development), construction organisations are recommended to identify the disaster impacts to prepare for disaster occurrences. Hence, the objective are: to investigate vulnerable factors of disaster (pre-event) and to distinguish the key areas of disaster impacts (post-event) for private construction organisations in Malaysia. The initial research starts with literature review from various scholars on key areas of disaster impact and disaster impact model. The next stage is conducting preliminary data survey among seven private construction organisations involved in disasters. The findings revealed that in Malaysia, social and environmental vulnerabilities are prominent elements in the pre-event phase of disaster impact. Subsequently, the Malaysian private construction organisations selected four (4) key areas of disaster impact to be the utmost critical at the post-event phase. These are people: reputation; information and communication; and finance. The outcomes of the research would provide valuable insight to the private construction organisations in Malaysia in reducing impacts to any kind of disaster and to sustain the business efficacy in the long run.
