“How village funds influence economic development in South Papua, Indonesia” Inez Phoek, Amiya Bhaumik, Osama Isaac, Alexander Tjilen Problems and Perspectives in Management, 2024 This quantitative study aims to determine the elements that influence the efficiency of village funds in terms of social and economic empowerment. Individualized solutions based on the demographics of the village, including financial support, business partners and markets, human resources, sociocultural ecology, and natural resources, are required for economic development. By collecting data from 179 village heads in South Papua province, Indonesia, this study determines that several elements substantially impact the economic empowerment of communities. However, these factors have not been fully optimized to attain economic independence of villages. With the assistance of regular support from the district government, most village heads are graduates who can effectively plan and implement programs. The distinctive qualities of a community are considered in sociocultural development programs. The development of natural resources and tourism are continuing processes that require market access and infrastructure improvement. Human resources are promising, and sociocultural initiatives align with community requirements. Therefore, addressing the problems associated with market access and resource development is vital. Village funds should promote the use of resources in a sustainable manner; however, there are still obstacles to engaging corporate land users, which calls for further investigation.
The supporting factors for green economic growth: Transition towards sustainable development and environmental management in South Papua Samel Watina Ririhena, Alexander Phuk Tjilen, Beatus Tambaip, Pulung Riyanto, Inez Cara Alexander Phoek Journal of Infrastructure Policy and Development, 2024 The purpose of this research is to deeply examine the factors that support and hinder green economic growth in South Papua, with a specific focus on increasing awareness and capacity among local communities, developing sustainable infrastructure, and adopting clean technologies. This research utilizes a case study approach to uncover the dynamics and elements supporting the development of green economy in South Papua, particularly in Merauke Regency. Through surveys, in-depth interviews, and document analysis, data were gathered from various stakeholders, including government, communities, and the private sector. Sampling was done using purposive sampling method, ensuring the inclusion of respondents relevant to the research topic to provide a holistic understanding of the factors influencing green economy in the region. The research reveals that in Merauke Regency, the understanding of the concept of green economy among the community is still limited, highlighting the need for broader education and socialization. Factors such as government support, infrastructure availability, and community participation play a key role in driving green economic growth. However, challenges such as resource limitations and differences in perceptions among stakeholders highlight the complexity in implementing green economy. Therefore, holistic and collaborative policy recommendations need to be considered to strengthen support and effectiveness of sustainable development efforts in this region.
Village factors influencing the effectiveness of village fund program by Indonesian government in empowering local community economy in Merauke Regency Inez Cara Alexander Phoek, Alexander Phuk Tjilen, Edi Cahyono Aip Conference Proceedings, 2022 This research aims to examine the village factors influencing the effectiveness of Village Fund program which are human resources, socio culture environment, and natural resources in Merauke Regency. This is a quantitative research with data obtained from 179 respondents which are all the Village Head in Merauke Regency. The results show that the village factors have a significant effect in empowering local community economy in Merauke Regency. Human resources include most of head villages are bachelor graduates, have shown an adequate skill to prepare and deliver Village Fund program and are able to prepare village financial report using accounting approach with consistent assistance from the District Government. Socio culture environment has been receiving development program which serves each community characteristic need, even though there are still cases found on the child mortality rate, malnourished child rate, and difficulties in increasing numbers of access to a higher education. Natural recourses commodity and tourism are being cultivated although it is still needed much attention such as finding the products' market, attracting tourist, improving infrastructure, Village Fund also has been used to promote sustainable use of natural resources although there are still difficulties in reaching out to those land users such as palm oil companies, this nevertheless needs future research. Furthermore, surveys in other cities are needed for future research, it is recommended that future research employs qualitative methods to see any difference in the results.
