Asymmetric Decentralization in a Unitary State: Lessons from Pattani, Thailand Triwahyuningsih Triwahyuningsih, Islahuddin, Deslaely Putranti Journal of Human Rights Culture and Legal System, 2025 A unitary state centralizes supreme authority within the national government; however, accommodating regional diversity without undermining national unity remains a persistent constitutional challenge. Indonesia’s Daerah Istimewa Yogyakarta and Thailand’s Pattani region illustrate contrasting approaches to the management of asymmetric decentralization within unitary state frameworks. This study compares the constitutional design of asymmetric decentralization in Yogyakarta and Pattani and examines how each state applies the unitary principle in responding to autonomy claims grounded in local identity. The research employs a comparative qualitative method through normative analysis of constitutional provisions and statutory regulations, supported by interviews with relevant stakeholders. The findings demonstrate, first, that the Thai constitutional and statutory framework does not expressly recognize asymmetric decentralization for Pattani and that the central government grants it no special governmental authority distinct from other provinces. Differentiation is confined to religious, linguistic, and educational regulation. Second, the Indonesian constitutional system explicitly grants Daerah Istimewa Yogyakarta a special legal status that confers extensive autonomous authority based on historical legitimacy and cultural identity. Third, Thailand applies the unitary state principle through a rigid and centralized governance model, whereas Indonesia operationalizes it through an approach in managing diversity.
Exploring Educational Dynamics in Conflict-Affected Areas of Southern Thailand: A Qualitative Case Study with an Islamic Education Approach Adri Efferi, Kuntarno Noor Aflah, Oki Dermawan, Islahuddin Islahuddin, Mahamadaree Waeno Nazhruna Jurnal Pendidikan Islam, 2025 The ongoing conflict between the central Thai government and the predominantly Muslim provinces of Southern Thailand, particularly Yala, Pattani, and Narathiwat, has significantly impacted various sectors, including education. The ethnic and religious divisions inherent in this conflict have posed challenges to implementing educational policies. This study explores how local elite politics influence the integration of Islamic education and the national curriculum in these conflict-prone areas. A qualitative case study approach was employed, utilizing semi-structured interviews, observations, and document analysis to gather data from key stakeholders, including school leaders, policymakers, and educators. The findings reveal that despite efforts to incorporate religious and secular curricula, local educational systems face persistent challenges in maintaining balance amidst the broader socio-political tensions. This study also highlights the role of local elite politics in shaping educational policies, particularly in the context of religious and cultural identity. It underscores the need for more flexible and culturally inclusive educational policies that not only meet national standards but also respect the unique cultural and religious needs of the Muslim community in Southern Thailand. The novelty of this research lies in its focus on the intersection of local politics, education, and conflict in a qualitative context, offering new insights into how education can be leveraged as a tool for peacebuilding and social cohesion in conflict-affected regions.
Metaphors in Indonesian and Acehnese proverbs of similar meanings: Semantic and cultural analyses Denni Iskandar, Islahuddin Islahuddin, Mohd. Harun, Yusri Yusuf, Subhayni Subhayni, et al. Indonesian Journal of Applied Linguistics, 2025 Metaphors are vital in proverbs because they reflect the relationship between language, meaning, and the speakers' culture. Proverbs often capture shared societal values and worldviews, and metaphors within them serve as linguistic features to conceptualize and communicate life experiences. This research aimed to compare the use of metaphors in Indonesian proverbs (IPs) and Acehnese proverbs (APs) with similar meanings to explore how cultural differences influence metaphorical choices in language. This qualitative descriptive study collected data on IPs and APs from literature and 10 informants who are native Acehnese speakers, aged 50-60 years, with extensive knowledge of APs. The data were analyzed using semantic theory rooted in Geeraerts’ Prism Model (2002) and Levi-Strauss’s cultural theory. The analysis reveals that several IPs and APs with similar meanings utilized the same metaphorical reference domains, such as objects, plants, animals, spatial actions, and states, indicating a shared conceptualization of life experiences between Indonesian and Acehnese societies. However, some variations of metaphor types were employed in terms of space, plant, water, and animal, indicating their attribution to cultural differences and geographical factors. This research emphasizes the relationship between language, culture, and societal mindsets. It shows the importance of preserving proverbs as a cultural heritage that reflects local wisdom and cross-cultural conceptions of life experiences. The comparison of metaphors in Indonesian and Acehnese proverbs highlights how cultural and environmental factors shape metaphorical expressions, implying that proverbs preserve local knowledge and values while reflecting the diversity of regional identities within Indonesian society.
The Norm of Rate Fixing of Islamic Banks Based on Conventional Bank Rates: Evidence from Indonesia Agus Fakhrina, Islahuddin Jurnal Hukum Islam, 2023 Interest rate fixing is a monetary tool used to control the money supply and hence inflation by the central bank. However, it cannot be applied to Islamic banks due to the prohibition of interest in Islam. This paper examines whether the central bank may implement rate fixing for Islamic banks, given that interest is forbidden, and the fixing of prices by the government is also generally prohibited, according to Hadith and the consensus of Islamic jurists. A documentation study was conducted to comprehend the viewpoints of classical and contemporary Islamic jurists and the National Shariah Board−Indonesian Ulama Council's fatwa. The analysis used Islamic law methodology (uşūl fiqh), which included combining the opinions of classical and contemporary Islamic jurists through the al-jam’u and the legal maxim approach, "al-‘ādah muhakkamah" approach to the custom practiced by Islamic banks, and the maqāşid approach. The research findings illustrate that Islamic banks have been using rates to calculate profits as the National Shariah Board−Indonesian Ulama Council accepts the notion of the time value of money, provided it is not utilized in loan transactions. This condition could enable the central bank to set the rates for Islamic banks, which is an effective tool for controlling the money supply and achieving economic stability, thus contributing to the realization of community welfare (maslahah 'ammah).
Islam and Terrorism: The Principle of Wasatiyyah Yusuf al-Qardhawi to Avert Incidents of Student Terrorism Syahidin Syahidin, Muhamad Parhan Karsa, 2023 This research aims to explore and map the wasatiyyah concept offered by Yusuf Al-Qardhawi to counter radical movements and acts of terrorism that have become a serious concern for the Indonesian government. These issues and discourses continue to haunt the dynamics of students' religious life on campus. This research uses a qualitative approach with a literature review method, which is carried out by analyzing and discovering the concept of wasatiyyah. The results of the research found that the wasatiyyah concept can prevent thoughts, attitudes, and acts of terrorism for students who can strengthen and strengthen the foundations of thinking about Islam that rahmatan lil alamin by upholding the principles of tolerance, mutual respect, and respect for each other in creating harmony between people. Religious communities, thereby bridging divisions and confusion in the thinking of groups that view Islam as extreme, as well as minimizing ideologies that are contradictory to the values of Islamic teachings, such as radicalism, terrorism, and acts of anarchism.
