  • The Role of Job Satisfaction in Mediation the Influence of Training and Competencies On Performance Moderate by Work Commitment (Study of Kolaka Regency Regional Secretariat Employees)

    This study aims to analyze the impact of training and competency on job satisfaction and employee performance.It also intends to examine the mediating role of job satisfaction and the moderating role of work commitment in these relationships.To achieve these objectives, an explanatory research design with a survey approach was employed.Data were collected from 114 employees of the Kolaka Regency Regional Secretariat using purposive sampling.Structural Equation Modeling (SEM) with the SmartPLS Version 4 software was used to analyze the data.The findings indicate that both training and competency have a positive and significant impact on job satisfaction and performance.Moreover, job satisfaction has a positive and significant influence on employee performance.However, job satisfaction does not serve as a significant mediator in the relationship between training and performance or between competency and performance, indicating a pseudo-mediation effect.Additionally, work commitment does not moderate the effect of training on performance.However, it does significantly enhance the relationship between competency and performance, as well as job satisfaction and performance.These results emphasize the importance of training, competency development, and work commitment in improving employee performance.They also highlight the significance of direct effects rather than mediated or moderated pathways
  • THE IMPACT OF COMPETENCE AND COMPENSATION ON THE PERFORMANCE OF INFECTION PREVENTION AND CONTROL COMMITTEE MEMBERS WITH A PARTICULAR FOCUS ON THE MEDIATING ROLE OF COMPENSATION

    Introduction: The performance of Infection Prevention and Control (IPC) Committee members plays a critical role in ensuring effective healthcare safety protocols. Understanding how competence and compensation influence this performance, with particular attention to the mediating role of compensation, is essential for optimizing healthcare systems and improving outcomes. This study aimed to analyze the effect of competence and compensation on the performance of IPC committee members. Methods: This study was conducted at the Regional General Hospital under the Southeast Sulawesi Provincial Health Office, Indonesia. A sample size of 212 members was determined based on geographical clusters. The data were then analyzed using the PLS-SEM technique. Results: The path coefficient for the effect of competence on employee performance is 0.508, with a p-value of 0.000, which is statistically significant. The effect of compensation on employee performance is indicated by a coefficient value of 0.361, with a p-value of 0.000. Additionally, the coefficient value for the mediation effect of compensation between competence and employee performance is 0.242, with a p-value of 0.000. Conclusion: This study found that competence and compensation significantly and positively affect the performance of members of the Southeast Sulawesi IPC Committee.
  • The Economic Impact of Job Satisfaction on Doctor Retention: Evidence from Public Hospitals and Health Centers In Kendari City

    This study investigates the economic impact of physicians' turnover intention in public hospitals and community health centers in Kendari ‎City by examining how culture, quality systems, and teamwork influence job satisfaction and employee retention. Using a quantitative ‎approach with Partial Least Squares (PLS) analysis on survey data collected from 212 healthcare professionals via a validated 5-point Likert ‎scale questionnaire, the research found that culture and quality systems significantly and positively affect job satisfaction, which in turn ‎significantly impacts turnover intention. Specifically, higher job satisfaction reduces doctors' intention to leave their jobs, thereby lowering ‎turnover rates. The findings indicate that enhancing teamwork, quality systems, and organizational culture can improve job satisfaction, ‎decrease turnover intention, and consequently reduce the economic burden associated with doctor turnover. These results provide valuable ‎information for strategies and policies for the improvement of the economic activity of health management, medical adherence, and public ‎health organizations. This study addresses a critical issue in the management of the health care workforce and provides appropriate ‎information for policymaking, especially important for health care administrators and policymakers in low- and middle-income countries.
  • The Role of Organizational Citizenship Behavior in Mediating Sharing Knowledge Behavior and Commitment to Employee Performance Regional Secretariat of Bombana Regency

    This study aims to investigate how organizational commitment and knowledge sharing influence employee performance, with a ‎particular focus on the mediating role of Organizational Citizenship Behavior (OCB). The research was conducted among all 88 employees ‎of the Regional Secretariat of Bombana Regency using a quantitative, explanatory design. To assess causal relationships among the ‎variables, data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) via Smart PLS. The findings reveal that ‎both organizational commitment and knowledge-sharing behavior have a significant positive impact on employee performance and OCB. ‎Furthermore, OCB was found to mediate the relationship between knowledge sharing, organizational commitment, and employee ‎performance. These results suggest that fostering organizational engagement and a culture of knowledge exchange enhances OCB, which in ‎turn leads to improved employee performance in public governance environments. Based on these insights, organizations are encouraged to ‎cultivate a work culture that promotes collaboration and transparency, reward knowledge-sharing behaviors, and strengthen employee ‎commitment through equitable and supportive management practices to continuously enhance professionalism and performance outcomes‎.
  • Analysis of Implementation Inconsistency of Coronavirus Disease 2019 (Covid-19) Transmission Management Policy

    This research aims to describe and analyze the occurrence of implementation inconsistency of Coronavirus diseases 2019 (Covid-19) transmission management policy in Kendari City and its causative factors.The study approaches used qualitative method, documentation study, publication, secondary data and interviews with some interviewees.Data and information were processed and analyzed using interactive model stages (Miles, Huberman, and Saldana, 2018), including data collection, data condensation and verification / conclusion drawing.Results of the research show that the occurrence of implementation inconsistency of coronavirus diseases 2019 transmission management policy in Kendari City had the causative factors namely communication, implementer disposition (attitude), resources and bureaucracy structure.Communication factor was in the form of the absence of clear information of the content.Any policies related to management of Coronavirus diseases 2019 transmission had planned targets, but still inadequate facility resources.Implementer attitude showed the absence of serious commitment or willingness to implement the policies of Coronavirus diseases 2019 transmission management in a consistent manner.Meanwhile, the bureaucracy structure, though it had clear standard operational procedure, but it has not implemented consistently.
  • The Role of Organizational Commitment in Mediating the Influence of Work Motivation on Teacher Performance in State Vocational High Schools in Kendari City

    This research analyzes the mediating role of organizational commitment in mediating the influence of work motivation on the performance of state vocational school teachers in Kendari City. Using quantitative methods with an explanatory research approach, this study involved 196 respondents from 7 state vocational schools in Kendari City, selected through purposive sampling. The results show that work motivation positively and significantly affects organizational commitment (path coefficient 0.510, p-value 0.000) and teacher performance (path coefficient 0.486, p-value 0.000). Organizational commitment has a significant effect on teacher performance (path coefficient 0.362, p-value 0.000). Mediation analysis confirms work motivation influences teacher performance through organizational commitment (path coefficient 0.184, p-value 0.000). In conclusion, work motivation is important for increasing a teacher's organizational commitment and improving teacher performance. The Southeast Sulawesi Provincial Government, in this case the education department, is advised to carry out regular monitoring of teacher performance and the effectiveness of training programs that have been implemented. This evaluation is important to ensure that the program meets the needs of teachers and students. It is recommended that further research use longitudinal studies and be carried out by comparing the influence of work motivation in various types of schools (for example, private versus public) or comparing vocational schools versus high schools. to gain greater insight into the dynamics of motivation in the education sector.
  • Exploring the Influence of Servant Leadership and Job Engagement on Affective Commitment and Organizational Citizenship Behavior in the Agricultural Sector

    The agricultural sector is currently facing an era of disruption amidst the industrial revolution which ultimately forces human resources to adapt, including agricultural human resources. Researchers have highlighted the role of servant leadership and job engagement on affective commitment and organizational citizenship behavior. This research aims to analyze the improvement in the performance of government officials in agricultural development (food crops, horticulture, and fisheries) through the arrangement of human resources, namely, Civil Servants allocated to servant leadership roles and job engagement in affective commitment and organizational citizenship behavior. According to the gap theory they are placing job engagement as a mediator in conditioning servant leadership on affective commitment and organizational citizenship behavior. Causal design with a positivism (quantitative) paradigm to test the proposed hypothesis. Involving around 118 Civil Servants in regional organizations of the Agriculture Service, Food Crops and Horticulture Service, and South Konawe Regency Fisheries Service. The research was conducted for five months, between May and September 2023. Starting from distributing questionnaires to compiling research results. This number is determined randomly proportionally. Data was obtained by distributing questionnaires, using a Likert scale. Data were analyzed with the help of SEM using AMOS 7 software. Servant leadership is proven to play a significant role in job engagement, affective commitment, and organizational citizenship behavior. Then job engagement hurts affective commitment and organizational citizenship behavior. Job engagement acts as a mediator between servant leadership and organizational citizenship behavior. This finding is in line with the performance achievements of the agriculture, forestry, and fisheries sectors which show an increase in their respective contributions to the regional economy in 2018 from IDR 2,103 billion to IDR 2,435 billion in 2022. Theoretically, government organizations in implementing job engagement are so weak that they are unable to create affective commitment and organizational citizenship behavior. Based on these findings, it is necessary to strengthen the implementation of job engagement, and to prove this model, it is necessary to carry out further analysis on a wider scale and with a diversity of sample characteristics. The practical implication is that increasing the achievements of this sector in the future can be done by maximizing job engagement, affective commitment, organizational citizenship behavior, and servant leadership. The resulting novelty is the mediating role of job engagement on the influence of servant leadership on affective commitment, and organizational citizenship behavior, achievements in the agricultural, forestry, and fisheries sectors.

    The objective of this paper is to investigate the process of the local political practices that generate unflourishing democracy in power struggle of the incumbent. It addresses the political power of the incumbent in the domain of local democracy in the reform era of Takalar local election in 2007. The weak function of Election Supervisory Committee (PANWASLU) was highlighted and the position of the incumbent to remain in power struggle was identified. This paper reveals the causes of delays in the formation of Election Supervisory Committee, the dependency of the district election committee, and the utilization of the position and role of bureaucrats with the incumbent winning team. It can be implied that the direct election at the local level has not been in accordance with the norm of democracy. This paper uses a qualitative approach through case studies of the 2007 local elections in Takalar South Sulawesi, Indonesia. The samples were selected using a purposive sampling technique. The research was conducted in February, June, July and August 2012. Further research should be conducted on the incumbent whether to retain his position or otherwise in the next upcoming Regional Head Election.
