  • WINE IMPORT IN THE CONTEXT OF TRANSFORMING GLOBAL CONSUMPTION

    Global wine consumption has declined since 2018, while imports have reshaped who drinks what. The study evaluates structural shifts between wine-self-sufficient countries and import-reliant markets. We aim to identify drivers of import share, map consumption–production dynamics, and project trends to 2030. We compiled multi-source statistics (OIV, WTO, World Bank, ITC, GTA) for 2000–2023. Countries consuming ≥0.5% of global volume in 2023 were grouped as selfsufficient (n=12) or import-reliant (n=15). We analysed multi-year averages, per-capita use, import price/value, and performed Pearson correlations. A sensitive-interval (2020–2022) trend model was extrapolated to 2030 for consumption and imports. We also assessed tariff and non-tariff regimes, logistics factors, and producer support policies. Production exceeded consumption annually, cumulating ~717 mhl surplus since 2000. Since 2018, global consumption fell ≈1.75%/year; imports dropped in 2022–2023 despite record 2022 values. The import share of consumption rose to ~45% by 2023, then dipped with shocks and rising costs. Self-sufficient countries produced ~78% yet consumed ~40% in 2023, importing ~16% of what they drink. Import-reliant countries consumed ~45% and accounted for ~66% of import volume and ~68% of value. In group 1, substitutes, health trends, and quality-driven prices depress per-capita consumption. In group 2, broader choice and income effects lift per-capita use, but growth is volatile (e.g., PRC retrenchment). Non-tariff measures proliferated while tariffs are mostly nuisance-level; demand is the binding constraint. Forecasts indicate average 2010–2020-level imports through 2030, with marginal gains in group 1. Group 2 shows mild import declines; global import share is projected near ~42%, akin to the early-2010s. Strategically, exporters should target group-2 markets with low wine shares and rising per-capita potential. Absent demand renewal, overproduction and softer imports will continue to weigh on the sector.
  • TRANSFORMATION OF THE DEVELOPMENT STRATEGY OF HIGH-TECHNOLOGICAL PRODUCTION SYSTEMS

    In the article, the features of the formation and development of high-tech production systems in countries with different levels of economic development are examined. The purpose of the study is a comprehensive analysis of the prerequisites, structure and results of the functioning of high-tech production systems in countries with different levels of economic development based on a system of indicators of innovative activity, human capital, high-tech production and international trade in high-tech products, as well as substantiation of the directions of transformation of strategies for the development of high-tech production systems in modern conditions of global economic competition. The methodological basis of the study is the methods of theoretical generalization, statistical and comparative analysis, correlation analysis and conceptual modeling. The empirical basis of the study was formed based on the analysis of indicators of research and development costs, employment in knowledge-intensive types of economic activity, the share of high-tech production, as well as indicators of import, export and trade balance of high-tech products in Sweden, Romania, Ukraine and the Republic of Moldova for 2020–2025. It was found in the study that countries with a high level of investment in scientific research and development and a significant share of employment in knowledge-intensive sectors demonstrate a more developed structure of high-tech production and higher competitiveness in international markets for high-tech products. It was found that Sweden is characterized by a balanced structure of high-tech trade and a high level of innovative activity, while Romania is characterized by positive dynamics of development of high-tech production, which gradually strengthens its export potential. In contrast, Ukraine and the Republic of Moldova demonstrate significant dependence on imports of high-tech products, which indicates limited domestic production and innovation potential in the relevant segment. The correlation analysis confirmed the presence of a close relationship between investments in scientific research, development of human capital and the results of functioning of high-tech production. Based on the integrated analysis, a conceptual model of the transformation of the development strategy of high-tech production systems was formed, which reflects the logical transition from the formation of innovative resources to ensuring production results and strengthening the country's competitiveness in international trade in high-tech products. The practical effect of the study is the possibility of using the obtained results to form an effective state policy to support innovative development, stimulate investment in scientific research and the development of high-tech production, as well as develop strategies to increase the technological competitiveness of countries with transformational economies.
  • USE OF ELECTRONIC LEARNING AS A TECHNOLOGY FOR STRENGTHENING SOCIAL-PSYCHOLOGICAL SUPPORT FOR UKRAINIAN VETERANS

    The object of research is the technology of socio-psychological support for Ukrainian veterans in the process of their reintegration into civilian life through the use of e-learning methods. The research revealed a number of critical shortcomings: insufficient digital literacy among veterans (less than 40%), limited awareness of existing educational platforms (less than 20%), and the lack of an integrated state strategy for using digital tools in the field of social and psychological rehabilitation. One of the most problematic areas is the gap between veterans’ needs for professional development (more than 58% want to radically change their specialty or get a first one), social support, and their actual level of access to adapted resources (no one refused the offered training opportunities), which complicates reintegration, reduces motivation for self-development, and exacerbates social isolation. The methods of systematic analysis, literary sources summarization, processing of data from official sources, and a sociological survey of 228 veterans were used. Using a mixed approach made it possible to comprehensively assess the level of awareness, educational needs, and psycho-emotional demands of the target group. The results indicate that veterans are highly interested in developing soft skills (99%), professional retraining, and self-realization. Reserves in the functioning of the support system were identified, in particular, the potential of the Prometheus, Coursera, and Duolingo platforms to provide personalized content. It is because the proposed approach has various features: flexibility, accessibility regardless of dwelling, adaptation to the cultural context, and integration of elements of social and psychological support. This creates conditions for improving the level of veterans’ self-regulation, emotional stability, and professional adaptation. Compared to known support models, e-learning technologies provide scalability, rapid implementation, and the possibility of long-term monitoring of the effectiveness of reintegration measures. The increase in the number of veterans who independently wish to engage in education using digital technologies is 90% annually within the framework of the public management and administration program of Odesa Polytechnic. All respondents emphasize receiving socio-psychological support during the learning process.

  • THE SYSTEM OF MEDICAL REHABILITATION OF THE DISABLED PEOPLE: EXPERIENCE OF THE LEADING EU AND NATO COUNTRIES

    Timeliness, purposefulness, patient centeredness, consistency, and continuity are the general principles of rehabilitation and the defining tasks of developed countries, especially in the context of ensuring the realization of the rights and opportunities of people with disabilities. The purpose of the study was to identify the features of medical rehabilitation systems for persons with disabilities in the leading EU and NATO countries that have experience in rehabilitating combatants and to substantiate proposals for improving the current system of medical rehabilitation in Ukraine. The study is based on the analysis of the conceptual principles of building rehabilitation systems in eight countries with developed democratic institutions, experience of military operations and belonging to classical models of social protection: Canada, France, Germany, Italy, Poland, Spain, the United Kingdom, the United States. The methods of comparative analysis, structural analysis, objectivity and consistency were used. The main results of the study are the identification of weaknesses of the Ukrainian medical rehabilitation system, such as fragmentation of service provision, lack of unified management coordination, insufficient information and uneven location of institutions. The advantages of foreign systems are analyzed: targeting medical rehabilitation, use of outsourcing, involvement of the community and volunteers, creation of competition between medical institutions, emphasis on mental rehabilitation, and use of sanatorium and resort facilities. It is proposed to create a single state body for coordinating medical services, develop a national roadmap for rehabilitation measures, encourage volunteers and expand the range of rehabilitation professions. The experience of the leading EU and NATO countries demonstrates the need for a systemic restructuring of medical rehabilitation in Ukraine through the introduction of modern approaches and methods aimed at improving the quality and accessibility of services. Successful implementation of foreign experience will create an effective national system capable of meeting the current challenges and needs of people with disabilities.
  • Women's Small Businesses Development in the Post-War Period in Ukraine: Non-Conventional Industry Sectors

    This article is dediced to tools for women’s small businesses development in the post-war period of Ukraine in atypical industries for women. The authors suggest using new approaches to the design of women’s small businesses in combination with business cooperation strategies, electronic governance by artificial intelligence in social networks because of the electrical engineering sector development on the basis of distributed production. It is proposed to create a hub for women entrepreneurs on the basis of the Department of Public Management and Administration, where they can exchange their ideas; to take courses for female aspiring entrepreneurs; to discuss their ideas with the leadership representatives of territorial communities.
