  • STATE POLICY OF UKRAINE’S EUROPEAN INTEGRATION AND ITS IMPACT ON THE INNOVATIVE DEVELOPMENT OF SOCIAL ENTREPRENEURSHIP

    The article examines the relationship between the state policy of the European integration of Ukraine and the innovative development of social entrepreneurship as an important tool for solving socio-economic problems. The role of social entrepreneurship in ensuring sustainable development, creating new jobs for vulnerable groups of the population, and introducing innovative approaches to solving current social challenges is considered. Special attention is paid to the European experience of supporting social enterprises through social investment mechanisms, tax incentives, integration into public procurement, and the development of sustainable ecosystems in cooperation with civil society organizations and the private sector. The article also highlights the main barriers to the development of social entrepreneurship in Ukraine, including the lack of a clear legislative framework, limited financial resources, insufficient coordination between state institutions, and poor public awareness of social business. Recommendations for the implementation of the state strategy aimed at integrating European standards, developing social investment, stimulating innovations, and creating a favorable environment for the functioning of social enterprises in Ukraine are proposed. The research methodology includes a systemic, comparative, and structural–functional analysis, which provides an integrated approach to studying the impact of the European integration process on the development of social entrepreneurship. The results confirm that the implementation of European practices will contribute not only to increasing the efficiency of social entrepreneurship but also to solving important socio-economic problems Ukraine faces.Keywords: social entrepreneurship, European integration, state policy, sustainable development, social investment, regulatory framework.
  • NATIONAL STABILITY AND THE RESILIENCE OF THE FRONT LINE IN THE EAST OF UKRAINE: ZAPORIZHZHIA, DNIPRO, KHARKIV, AND SUMY

    The full-scale russian invasion of Ukraine on February 24, 2022, caused significant damage to the country, thus raising the issues of national stability and resilience. Given that Zaporizhzhia, Dnipro, Kharkiv, and Sumy form the front line in the east of Ukraine, this article focuses on analyzing the stability of the specified regions and the resilience of their energy, social, ecological, and economic elements. Due to rocket shelling and air strikes, Zaporizhzhia, Dnipro, Kharkiv, and Sumy have suffered human and civil infrastructure losses amounting to billions of dollars. Armed hostilities have also affected the environmental sector. In this regard, ensuring stability and resilience should be oriented toward properly developed mechanisms for both the long and short term. Theoretical research methods and secondary data analysis are used in this article.
  • DEVELOPMENT OF A METHOD FOR THE SEARCH OF SOLUTIONS IN THE SPHERE OF NATIONAL SECURITY USING BIO-INSPIRED ALGORITHMS

    The object of research are decision support systems. The subject of research is the decision-making process in management problems using bio-inspired algorithms. A method for the search of solutions in the field of national security using bio-inspired algorithms is proposed. The proposed method is based on a combination of an artificial bat algorithm and evolving artificial neural networks. The method has the following sequence of actions: ‒ input of initial data; ‒ processing of initial data taking into account the degree of uncertainty; ‒ numbering of bat agents (BA); ‒ placement of bat agents taking into account the degree of uncertainty about the state of the analysis object in the search space; ‒ setting the initial BA speed and the echolocation frequency of each BA; ‒ starting a local search; ‒ launching a global search; ‒ training knowledge bases of bat agents. The originality of the proposed method consists in the arrangement of bat agents taking into account the uncertainty of initial data, improved global and local search procedures taking into account the noise degree of data about the state of the analysis object. Another feature of the proposed method is the use of an improved procedure for training bat agents. The training procedure consists in learning the synaptic weights of an artificial neural network, the type and parameters of the membership function, the architecture of individual elements and the architecture of the artificial neural network as a whole. The method makes it possible to increase the efficiency of data processing at the level of 13–21 % due to the use of additional improved procedures. The proposed method should be used to solve the problems of evaluating complex and dynamic processes in the interests of solving national security problems
  • HYBRID POLITICS AND ADMINISTRATION AS A CONSEQUENCE OF THE INCONSISTENCY OF THE UKRAINIAN SOCIAL ORDER: THE SUSTAINABILITY PROBLEM, AS SPECIFIED BY MAX WEBER’S THEORY

    This paper focuses on the hybrid nature of the Ukrainian political and administrative process. It argues that the deeply rooted inconsistency of social order in Ukraine was produced by the rapid redefinition of the basic principles of economic and social life in the last two decades, after the fall of the Soviet Union. The lack of legitimacy is the core reason for this hybridity and is a problem of cultural and social values. A legitimacy deficit brings plebiscitary trends to politics and develops instability in legislation and administration. This research applies the potential of Max Weber’s theory to explain previous internal political crises and to accentuate the consequences for public administration in Ukraine. A comparative juxtaposition of Weberian concepts and meanings can be used to develop a more refined description of the Ukrainian situation. The results of sociological monitoring validate these research conclusions. Hybridity and plebiscitarianism threaten the values of Ukrainian democracy and impede democratic governance. Only comprehensive political and administrative efforts can ensure the integrity of this order and decrease the risk of far-reaching instability.
  • Integration of information systems for predictive workforce analytics: Models, synergy, security of entrepreneurship

    The era of information economy leads to redesigning not only business models of organizations but also to rethinking the human resources paradigm to harness the power of state-of-the-art technology for Human Capital Management (HCM) optimization. Predictive analytics and computational intelligence will bring transformative change to HCM. This paper deals with issues of HCM optimization based on the models of predictive workforce analytics (WFA) and Business Intelligence (BI). The main trends in the implementation of predictive WFA in the world and in Ukraine, as well as the need to protect business data for security of entrepreneurship and the tasks of predictive analysis in the context of proactive HCM were examined. Some models of effective integration of information systems for predictive WFA were proposed, their advantages and disadvantages were analyzed. These models combine ERP, HCM, BI, Predictive Analytics, and security systems. As an example, integration of HCM system, the analytics platform (IBM SPSS Modeler), BI system (IBM Planning Analytics), and security platform (IBM QRadar Security Intelligence Platform) for predicting the employee attrition was shown. This integration provides a cycle ‘prediction – planning – performance review – causal analysis’ to support protected data-driven decision making in proactive HCM The results of the research support ensuring the effective management of all spectrum of risks associated with the collection, storage and use of data.
