  • Interrelating the Local Innovation System and Main Street Entrepreneurs in Small Towns: An Integrated Case Study in Brazil
Juliana Moreira dos Santos, Glessia Silva, Fernanda Salvador Alves
    Latin American Business Review, 2025
Local Innovation Systems (LIS) support the idea that innovation does not occur in isolation, but rather within specific territorial contexts, through interactions among actors that shape the dynamics of knowledge generation and diffusion. This study aimed to interrelate the LIS and Main Street entrepreneurs, using a qualitative, exploratory-descriptive approach with an embedded case study strategy. "Rondon do Pará" was chosen as the case unit, with its central actors and small businesses as sub-units. The results revealed limited interaction between small businesses and LIS, which faced difficulties in effectively engaging with them. Despite the lack of a fully structured LIS, the environment was still conducive to its development. The study improved understanding of strategic interactions between LIS actors and Main Street entrepreneurs, highlighting opportunities for fostering local innovation and competitiveness. By adopting a micro-territorial perspective and considering cognitive, organizational, social, institutional/cultural, and geographic dimensions, the article helps fill existing gaps in LIS studies in the Global South, particularly by valuing low-tech innovations and the role of local actors in promoting development.
  • BETWEEN INNOVATIONS AND DISRUPTIONS: A CASE STUDY OF A PUBLIC BANK AMID CHANGES IN THE FINANCIAL MARKET
Mariana Vieira da Silva Santana, Glessia Silva de Lima
    International Journal of Innovation, 2024
  • Innovation in the “forgotten businesses”
Glessia Silva, Luiz Carlos Di Serio
    Innovation and Management Review, 2021
PurposeThe objective of this article is to discuss how the research on innovation in the small businesses may be operationalized. This paper discusses the field's concepts, typologies, units of analysis and the general basic assumptions pertaining to the operationalization of innovation research in small businesses.Design/methodology/approachThe article is an essay, whose format aims to provide the reader with reflections and multiple questions, by instigating the free thinking, the research as well as the construction of different ideas and/or perceptions in a logical and scientific way (Meneghetti, 2011). Thus, a conceptual approach for the operationalization of the innovation research in small businesses is proposed and discussed.FindingsMost of the innovation literature has ignored the small businesses, so that its core concepts and basic assumptions should be reviewed in an inclusive approach. The authors developed an analytical proposal that consists of a four-step logical approach to researching innovation in small businesses, starting from the innovation's concept as something important and then evolving to discussing how one has to try and see the small business as an object of study.Originality/valueThe value of this paper lies with the attempt to critically bring the small businesses into the spotlight, as study them has practical and theoretical implications that go beyond the field of innovation itself.
  • Innovation in small businesses: Towards an owner-centered approach to innovation
Glessia Silva, Luiz Carlos Di Serio
Revista Brasileira De Gestao De Negocios, 2021
Purpose: We aim to understand how small business owners develop innovations. Theoretical framework: We adopt social cognitive theory to understand innovative activities in small businesses. We draw on Schumpeter’s work to understand how owners may develop innovations and how an owner-centered approach to innovation should take form. Design/methodology/approach: We conducted a multiple case study in small businesses from different traditional sectors. We conducted in-depth semi-structured interviews with the participants and we accessed data from social networks such as the Facebook and Instagram fan pages of the businesses. Findings: The results explain what drives business owners towards innovation and what affects the innovation structure of their businesses. These results are expressed through the antecedents of innovation that emerged from the field and may help in explaining the differences between innovative small businesses and non-innovative small businesses. Research Practical & Social implications: We developed an approach designed for studying innovation within the context and reality of small businesses. In order to contribute to the development of innovations in forgotten businesses, we have listed some recommendations for supporting agencies, government bodies, and researchers alike. Originality/value: Small business innovation is influenced by the owner’s propensity to recognize and act on opportunities. Therefore, the owner can guide the innovation activity in a small business and this needs to be considered by researchers.

Xênia L'amour Campos Oliveira, Maria Elena Leon Olave, Edward David Moreno, Glessia Silva
    Innovation and Management Review, 2020
Purpose This study aims to understand how Brazilian design houses (DHs) use open innovation in joint development projects for integrated circuits. Design/methodology/approach As a research strategy, qualitative research using multiple case studies was made. As sources of evidence, semi-structured interviews were conducted with three DHs of Programa integrated circuit [circuito integrado(CI)]-Brasil and with four specialists in the field, as well as analysis of documents. The data were analyzed through content analysis. Findings The results showed the DHs use sources of external knowledge in their innovation process, to assist the development of new products, to access new knowledge and skills, to attract financial resources and to be competitive in the market of high technology. Originality/value The study has important implications on the semiconductor industry in Brazil, as the industry is considered strategic for the competitiveness of final goods sector. The importance of encouraging the development of partnerships in the sector, the possibility of using informal agreements to mediate the collaboration between DHs and external agents, and the improvement and long-term continuity of public policies to support the industry are among the implications. In addition to suggestions for new business approaches to assist the strengthening of this segment.
  • Public policies on innovation and small businesses in a swinging economy
Glessia Silva, Luiz Carlos Di Serio, Éder Danilo Bezerra
    Bar Brazilian Administration Review, 2019
The purpose of this paper is to analyze the adequacy of public policies that support innovation in small businesses in a swinging economy, particularly in Brazil.1 In order to make our case for more adequate public policies on innovation, we develop five propositions based on the assumption that innovation policies focused on fostering socioeconomic development should meet. We adopted a documentary research design, as we examined the policies produced by governmental bodies and agencies at the three governmental levels in Brazil - federation, states, and cities. Also, qualitative content analysis was performed in order to organize, codify and interpret the messages delivered by current innovation policies in the country. We found that most public policies on innovation and small businesses are short-sighted and generalist, borrowing metrics and evaluation criteria from the big enterprise context in an one-size-fits-all manner that, ultimately, cannot be applied to most small businesses and local contexts. As a contribution to theory, our five propositions could be used as starting points for future policy and administration research. On a practical level, we propose recommendations to policy-makers and offer insights on how an adequate policy affects a country’s competitiveness and socioeconomic development.
  • Entrepreneurship policy in Brazil: Its focus and gaps
Cândido Borges, Éder Danilo Bezerra, Glessia Silva, Tales Andreassi, Vicente Da Rocha Ferreira
International Journal of Entrepreneurship and Small Business, 2018
This article presents an overview of public entrepreneurship policies in Brazil, and categorises them according to a model with eight types of entrepreneurship policy. In doing so, documents on public entrepreneurship policies on the websites of the 39 ministries, departments and agencies of the federal government were consulted. The results showed that public entrepreneurship policies in Brazil focus more on maintaining existing businesses, with finance policies and support for entrepreneurial, technological and innovation policies. However, few policies directly contribute to increasing the number of entrepreneurs in Brazil. These would include policies for the reduction of entry and exit barriers and policies on improving public infrastructure. It was also found that there are few policies on the promotion of entrepreneurship culture and education, which are essential if entrepreneurship is to be seen by more people as a career option.
  • Relationships and partnerships in small companies: Strengthening the business through external agents
Glessia Silva, Antonio Luiz Rocha Dacorso, Vanessa Barreto Costa, Luiz Carlos Di Serio
    Bar Brazilian Administration Review, 2016
This article aims to understand the relationships between small companies and external innovation agents and how they can help strengthening these organisations. A multiple case research method was adopted by the researchers and applied to small companies which presented innovative practices. The data collection included documents, records and interviews with managers/business owners. Such interviews were recorded and coded using the NVivo 10 software. The results showed relationships of trust, partnership and learning. The article contributes to the idea that small companies recognize the importance of external knowledge sources in their business and innovation strategies. Companies believe in these relationships in order to bring essential competencies to their business, and continuously renovate themselves through shared feedback. This in turn leads to the capture of financial and technological resources as well as market and competitive information that strengthens the business and allows it to overcome its limitations.
  • Risks and uncertAinties in micro and smAll enterprises’ decision to innovAte
Glessia Silva, Antônio Luiz Rocha Dacorso
    Revista De Administracao Mackenzie, 2014
